Results of Domestic Violence Perpetrator Behavior Improvement Program Show 100% Reduction in Violent Behavior
Domestic Violence Perpetrator Correction and Treatment Program Demonstrates Significant Improvement in Violence Awareness and Behavior
Programs Operated in Collaboration with Seoul Seongdong Family Counseling Center, Including Individual and Group Counseling, Couples Counseling, Family Camps, and Self-Help Meetings
Seongdong-gu (Mayor Jung Won-oh) announced that the operation of correction and treatment programs for domestic violence perpetrators has had a significant effect on improving awareness of violence and reducing violent behavior.
Last year, the district operated a correction and treatment program for a total of 20 domestic violence perpetrators in cooperation with the Seoul Seongdong Domestic Counseling Center (Muhak-ro 2-gil 7), and investigated the degree of improvement in changes related to domestic violence for each participant.
When converted to a 100-point scale for each item such as changes in awareness of violence, changes in controlling behavior, and changes in violent behavior, the results showed high scores in all categories: ▲Improvement in violent behavior 100 points ▲Improvement in controlling behavior toward spouse (family) 100 points ▲Improvement in awareness of violence 96.25 points ▲Improvement in anger control 95 points.
For each question, 100% agreed with ▲‘I have not committed violence even once since participating in the program’ and ▲‘There has been a reduction in controlling behavior toward my spouse (family).’ Additionally, 96.3% and 95% agreed with the statements ▲‘I realized that my thoughts need to change as a cause of domestic violence’ and ▲‘I recognized the need to control my anger after participation,’ respectively.
The Seoul Seongdong Domestic Counseling Center has been operating a correction and treatment program for perpetrators of domestic violence since 2019 to raise awareness of violent behavior, restore psychological stability and self-esteem of perpetrators, and teach healthy communication.
The program consists of five components tailored to the characteristics of the participants: ▲individual counseling ▲group counseling ▲couple counseling (family counseling) ▲family camps ▲self-help groups. Through these, perpetrators are helped not only to find emotional stability but also to recognize and gain insight into their violent behavior so they can correct their actions.
Seongdong-gu also supports medical expenses for victims of domestic violence. Within five years of the occurrence of the damage (however, for treatments that occurred more than one year after the damage, a doctor's note must be attached), the district supports ▲the out-of-pocket treatment costs and medical expenses not covered by health insurance or medical aid ▲consultation and guidance related to health ▲treatment for physical and mental damage (excluding treatments solely for cosmetic or orthodontic purposes).
Additionally, the district has simplified the medical expense claims process for victims of stalking, domestic violence, and sexual violence. By signing an agreement among Seongdong-gu, Seongdong Police Station, and Hanyang University Hospital, the procedure was improved so that victims can have medical expenses claimed on their behalf by the hospital where they received treatment.

Jung Won-oh, Mayor of Seongdong-gu, stated, "Domestic violence requires detailed attention because it is not easily visible, and it is important to continuously manage and support to prevent domestic violence from recurring." He added, "Seongdong-gu will strengthen cooperation with related organizations to ensure that love and respect, not violence, can take root in homes and will solidify the substance of program operations."
