eBay Agrees to Pay Maximum Court Fine of 4 Billion KRW
Employees Involved in Crime Dismissed... Sentenced to Imprisonment
eBay, an e-commerce company, has been fined 4 billion KRW after being criminally charged for harassing a blogger who published critical news about the company by sending anonymous packages containing bizarre contents and using various other methods.
On the 11th (local time), the Massachusetts District Attorney's Office announced that eBay, charged with six counts including stalking, agreed to a deferred prosecution and will pay the maximum court fine of 3 million USD (approximately 3.95 billion KRW).
Jim Baugh, former eBay safety and security executive, along with five other eBay employees, began harassing David Steiner and his wife, who run the e-commerce-related blog 'eCommerceBytes,' in August 2019 because the couple published negative content about eBay in their newsletter. The couple had generally been critical of eBay, and at the time, they posted articles related to the lawsuit between eBay and Amazon, which reportedly made them targets of harassment.
Baugh and others sent threatening messages to the Steiner couple, as well as books on how to survive the death of a spouse and funeral wreaths. They also sent anonymous packages containing a blood-stained pig mask and live insects such as spiders and cockroaches, causing the couple to live in fear. They even attached tracking devices to the Steiners' vehicle and posted false advertisements on websites inviting people to their home for sexual encounters. The victims later discovered a team monitoring them and reported to the police that they were subjected to emotional terror for publishing a newsletter critical of eBay, prompting an official investigation.
The eBay employees involved were discovered during an internal investigation in September 2019 and were subsequently fired. The prosecution indicted the six eBay employees involved in 2020, and in the 2022 trial, they were sentenced to prison terms ranging from 2 to 5 years.

Jamie Iannone, eBay's Chief Executive Officer (CEO), stated in a released statement, "The company's actions in 2019 were wrong and deserve condemnation," and expressed "deep apologies for the pain experienced by the Steiner family." He added, "Since the incident, new leaders have joined the company, and eBay has strengthened its policies, procedures, controls, and training."
