Kim Hyun-gi, Chairman of the Seoul Metropolitan Council, opened the new year with a vigorous bell ringing at the 2023 New Year's Eve Bell-Ringing Ceremony held at Bosingak at midnight on December 31, 2023.
In his New Year's greeting, Chairman Kim said, "I wish that all your hopes come true with the powerful energy of the Blue Dragon," and added, "The Seoul Metropolitan Council will do its best to stabilize people's livelihoods, ensure citizens' safety, and create a hopeful future for Seoul."
