Israel to Review '3-Step Ceasefire Plan' Proposed by Egypt
Major foreign media outlets reported that the Israeli wartime cabinet is set to review a three-step solution proposed by Egypt to end the Gaza Strip war.
Israeli media such as The Jerusalem Post and The Times of Israel, as well as German news agency DPA, conveyed this information on the 25th.
Israeli media stated that while some parts of Egypt's proposal are unacceptable to the wartime cabinet, they generally do not strongly oppose it.
The Egyptian mediation plan reported by Saudi Arabia's Asharq TV consists of three stages. First, in stage one, Hamas releases 40 hostages held by Israel, including women, minors, and elderly men, and a ceasefire is observed for two weeks. In exchange for the release of hostages, Israel releases 120 Palestinian prisoners. During the two-week halt in fighting, humanitarian aid access to the Gaza Strip is permitted.
Stage two involves holding a "Palestinian National Conference" under Egyptian mediation, with participation from Hamas, Fatah, and other Palestinian factions, to discuss establishing an emergency postwar security government in the Gaza Strip. This body would oversee postwar reconstruction and related matters.
Stage three is a complete and comprehensive ceasefire. All hostages held in the Gaza Strip, including Israeli soldiers, and Palestinian prisoners are exchanged. Israeli troops withdraw from the Gaza Strip, and the return of refugees becomes possible.

On the 24th, Prime Minister Benjamin Netanyahu stated in a national address that "we will continue to fight until we achieve an absolute victory over Hamas." However, The Jerusalem Post noted that the two-week ceasefire and release of 40 hostages in stage one of the three-step solution are the same terms Israel previously proposed to Hamas. Hamas has reportedly maintained the position that negotiations can only proceed if a ceasefire is established.
