Nowon-gu Creates Sunlit and Green City Based on Eco-Friendly Future Transportation
By 2025, 7,000 electric vehicle chargers to be deployed... For district-managed facilities with 50 or more parking spaces, at least 5% electric vehicle chargers to be installed; for 10 or more spaces, 1-2 chargers to be expanded... Up to 1 million KRW purchase subsidy for electric two-wheelers, with 16 or more battery swap charging stations planned by 2025... Nowon-gu's first streetlight-type rapid charger installed and operational within the year, with 6 additional installations planned next year
Nowon-gu, Seoul (District Mayor Oh Seung-rok) is expanding eco-friendly transportation infrastructure to create a carbon-neutral city of sunlight and greenery.
Currently, in response to the climate crisis, the world is globally halting the production of internal combustion engine vehicles and accelerating the transition to zero-emission electric vehicles. Our government has also amended the Act on the Promotion of Development and Distribution of Environment-friendly Automobiles (hereinafter referred to as the Eco-friendly Automobile Act) to strengthen obligations for electric vehicle transition and charger installation.
Accordingly, the district launched the Carbon Neutrality Promotion Team in January and established the ‘2050 Carbon Neutral City Promotion Plan’ to fully prepare the foundation for eco-friendly future transportation. The plan includes ▲installing electric vehicle chargers ▲providing subsidies for electric two-wheelers ▲installing battery-swapping charging stations for electric two-wheelers ▲installing streetlight-type rapid chargers, with the public sector leading and private support being strengthened to expand eco-friendly transportation infrastructure.
First, 7,000 electric vehicle chargers will be distributed by 2025. Currently, there are 2,110 electric vehicle chargers in the area, and more than 2,000 units will be added annually until 2025.
Additionally, the installation of electric vehicle chargers will be expanded in district-managed facilities. According to the Eco-friendly Automobile Act, facilities with 50 or more parking spaces must secure at least 2% (1 unit) of chargers. However, the district requires that for district-managed facilities with 50 or more parking spaces, at least 5% chargers be installed, and for those with fewer than 50 spaces but at least 10 spaces, 1 to 2 chargers must be installed.
Accordingly, by 2025, more than 91 rapid chargers will be installed across 51 district-managed facilities.
Next, starting next year, subsidies of up to 1 million KRW will be provided differentially by vehicle type when purchasing electric two-wheelers. In addition to existing national and city subsidies, district subsidies will also be provided to encourage the purchase of electric two-wheelers, aiming to reduce greenhouse gas emissions and simultaneously suppress motorcycle noise pollution. The current 466 electric two-wheelers are planned to increase to over 1,000 by 2025.
To facilitate charging convenience, battery-swapping charging stations (BBS) for electric two-wheelers will also be installed. Utilizing underused public telephone sites, six new stations will be installed in 2023, increasing from the existing four, with plans to expand to more than 16 stations by 2025.
Finally, streetlight-type rapid chargers will be installed. The first such charger in Nowon-gu has been installed on Suraksan Design Street and is preparing for operation, with six additional locations planned for installation next year. The streetlight-type rapid charger features a slim design and also functions as a streetlight, providing an easy and convenient charging environment for residents living near residential areas where charger installation is difficult. Vehicles can be parked along main roads and charged within one hour.

District Mayor Oh Seung-rok said, “We are making various efforts to respond to the climate crisis in line with the trend of carbon neutrality,” adding, “We will do our best to create a carbon-neutral city of sunlight and greenery in Nowon by building eco-friendly transportation infrastructure, including distributing 7,000 electric vehicle chargers by 2025.”
