Seocho-gu Achieves Highest Grade in International Standard Certification...Rises as a Global Smart City!
District passes international smart city standard certification audit... Only Seoul autonomous district to achieve highest level of international standard certification

Seocho-gu's smart administration is recognized for its excellence not only domestically but also internationally, continuing its reputation as a smart city with global competitiveness.
Seoul Seocho-gu (Mayor Jeon Seong-su) achieved the highest Level 4 among all local governments nationwide in the renewal audit of the international smart city standard (ISO 37106), passing with excellent results. This means that the international standard certification, first obtained in December 2020, has been continuously maintained.
The international smart city standard certification is awarded by the British Standards Institution (BSI) to cities at a global level in terms of smart city business feasibility and maturity, based on the 'Smart City Maturity 5-Level Criteria.'
The evaluation criteria assess four principles: business management, citizen-centered service management, technology and digital asset management, and benefit realization strategies, along with 14 business management factors and 9 key success factors. If a city scores Level 3 (Mature) or higher out of 5 levels in all 22 items, it receives the British industrial standard certification mark (Smart City Kitemark). However, to maintain the qualification for three years, the city must pass follow-up audits in the first and second years after initial certification.
In particular, as a result of the renewal audit, Seocho-gu improved its evaluation score compared to last year based on the BSI maturity model criteria, raising its smart city capability from the previous Level 3 to Level 4, the highest grade currently held by any local government in Korea.
Among the total 22 evaluation items, Seocho-gu received Level 4 (Leading) in 12 items including ▲city vision ▲leadership ▲responsibility ▲governance ▲capability ▲investment in smart data ▲inter-city collaboration, and the highest Level 5 (Excellent) in ▲citizen-centered integrated service implementation ▲identity and personal information management ▲digital inclusion and channel management ▲smart city development and infrastructure management ▲tangible asset mapping and management, proving its excellence as a smart city by achieving Level 4 or higher in 17 items overall.
In this evaluation, Seocho-gu was recognized for excellent cases such as ▲the establishment of a ‘Big Data Platform’ providing various analytical data for citizen convenience ▲the ‘Seocho Coin Project’ which expands resident participation through carbon zero shops, talent donation activities, and course attendance ▲and the operation of the ‘Smart Hub Center’ managing the entire city’s smart city-related infrastructure.
Separately, the district received domestic smart city certification from the Ministry of Land, Infrastructure and Transport in September last year. Seocho-gu is the only autonomous district in Seoul to have obtained both domestic and international smart city certifications.
Going forward, the district plans to strengthen the city’s competitiveness by promoting various smart policies incorporating advanced technologies.
