Jangseong-gun Selected as 'Best Local Government' in Financial Analysis Evaluation Hosted by Ministry of the Interior and Safety

Jangseong-gun, Jeollanam-do, was selected as the top local government in the comprehensive score evaluation of the ‘2023 Local Government Financial Analysis’ conducted by the Ministry of the Interior and Safety, securing a ministerial commendation and a special grant of 100 million KRW.

According to the county on the 19th, the Local Government Financial Analysis is a system that evaluates the financial status and performance of 243 local governments nationwide based on the previous year's settlement data. It analyzes and evaluates 14 assessment indicators across three areas?soundness, efficiency, and planning?as well as 26 supplementary indicators to derive the evaluation results.

In this evaluation, the county achieved the highest comprehensive score grade ‘Ga’ among the ‘Gun-II’ type, which includes local governments with similar population and financial conditions. This marks a remarkable achievement, rising two levels from the previous year’s ‘Da’ grade to become the top local government.

Additionally, in the ‘Soundness’ category, which measures the stability of financial management by assessing the ratio of local bond repayment over the next four years, the managed debt repayment ratio recorded 0%, indicating a very favorable condition.

In the ‘Efficiency’ category, the rate of change in non-tax revenue, which measures resource acquisition and stability, improved significantly by more than 40% compared to the previous year. The ratio of self-funded expenses was also about 20% lower than the average for the type.

In the ‘Planning’ category, the county demonstrated solid financial capability by achieving the highest grade in supplementary indicators such as the improvement rate of tax revenue error ratio, future generation burden ratio, efforts to apply flexible tax rates, and the execution rate of standard personnel expenses.

County Governor Kim Han-jong said, “This achievement is the result of the efforts of county officials who managed finances soundly and efficiently despite difficult conditions. Although considerable challenges are expected due to tight fiscal policies in 2024, we will do our best to maintain stable county administration.”
