Jeonnam Province Collaborates with Experts on 'Local Era Development Strategy'
Seminar on Opportunity Development Zones, Education Development Zones, and Local Decentralization Held
Jeonnam Province collaborated with experts to devise development strategies for the local era.
On the 19th, the province announced that it held a seminar titled ‘Exploring Development Strategies for Jeollanam-do in the Local Era’ in Yeosu on the 18th. At the seminar, experts exchanged opinions on key local era policies such as Opportunity Development Zones, Education Development Zones, and local decentralization.
Members of the Jeonnam Local Era Committee, officials in charge of local autonomy and balanced development from Jeonnam Province and 22 cities and counties attended the event.
The event featured keynote presentations by Professor Park Byeong-hee of Suncheon National University, Heo Moon-gu, Director of the Regional Balanced Development Research Center at the Korea Institute for Industrial Economics and Trade, and Kim Dae-seong, Head of the Social and Cultural Research Division at the Jeonnam Research Institute. This was followed by a special lecture on ‘Vision and Strategy for the Local Era’ by Lee Jeong-hyun, Vice Chairman of the Presidential Committee on the Local Era.
Professor Park Byeong-hee emphasized the necessity of a local finance adjustment system that addresses fiscal disparities among local governments and delegates roles to local governments under the theme ‘Decentralization from a Fiscal Perspective.’
Director Heo Moon-gu presented on ‘Considerations for Establishing the Basic Plan for Opportunity Development Zones,’ offering practical policy advice including the concept of Opportunity Development Zones, domestic and international corporate settlement demand, residential environment for workers, and securing infrastructure.
Head Kim Dae-seong explained the basic direction of Education Development Zones and corresponding provincial-level strategies in his presentation titled ‘Strengthening Public Education in Jeonnam Using Education Development Zones.’

Jang Heon-beom, Director of Planning and Coordination at Jeonnam Province, said, “This discussion was a meaningful opportunity to explore local development strategies in response to the central government’s core policies,” adding, “Going forward, the Jeonnam Local Era Committee will serve as an important bridge connecting the central government and local regions.”
