Gangseo-gu to Provide 1 Million Won Each for Litigation Expenses to Jeonse Fraud Victims

View original imageGangseo-gu, Seoul (Mayor Jin Gyo-hoon) announced on the 14th that starting from the 15th, it will support necessary litigation expenses for the return of jeonse deposit and take measures to help victims of jeonse fraud recover their losses.
The current jeonse fraud victim support program only provides assistance when the affected tenant moves out, limiting the number of eligible recipients and reducing its effectiveness, leading to calls for improvement. In particular, since victims of jeonse fraud require significant costs and time to recover their deposits, there was a strong need to establish support measures for this.
Accordingly, Gangseo-gu revised the "Jeonse Damage and Jeonse Fraud Victim Support Ordinance" to promptly provide 1 million KRW per household from the 15th for necessary expenses (such as stamp and delivery fees) incurred in recovering deposits through various lawsuits including auctions, deposit payment orders, and deposit return claims. To this end, the budget related to support for jeonse fraud victims was significantly increased from 100 million KRW this year to 1.1 billion KRW next year.
The support targets are residents of Gangseo-gu who rented housing and suffered damages, and who are recognized as jeonse fraud victims by the Minister of Land, Infrastructure and Transport under the Special Act on Jeonse Fraud, or those who have received a jeonse damage confirmation certificate from HUG.
With the expansion of this jeonse fraud victim support project, victims can now apply for and receive support from one of four programs: existing jeonse deposit return guarantee fee support, emergency housing support for moving expenses of tenants, youth monthly rent support, and litigation expense support. Applicants can visit the Gangseo-gu Jeonse Damage Support Task Force (TF) team or apply through the Bojogeum24 website. The support funds will be paid into the applicant’s account under their name within 7 days from the application date.
Mayor Jin Gyo-hoon said, “At the report meeting on the full-scale survey of jeonse fraud victims, we heard various voices from victims demanding improvements to ineffective support measures. Including support for litigation expenses to recover jeonse deposits, we will mobilize all administrative resources of Gangseo-gu to ensure housing stability and damage recovery for jeonse fraud victims.”
