Typically, low-pressure systems developing in southern China and passing south of South Korea occur mainly from February to March. In December, continental high pressure usually expands from the northwest of South Korea, then transforms into a mobile high pressure over the Bohai Sea, passing over South Korea, followed by a low-pressure system trailing behind. However, this year’s weather is showing a different pattern.
From the previous day until 5 p.m. on this day, 89.7 mm of rain fell in Gangneung, Gangwon Province. In particular, the cumulative precipitation in Bukgangneung (Sachon-myeon, Gangneung City) reached 103.8 mm. Bukgangneung alone received 57.4 mm of rain on this day, the highest December daily rainfall since systematic meteorological observations began in 2008. Donghae also recorded 53.9 mm of daily rainfall, the highest December daily rainfall since 1992.
Cumulative precipitation from the previous day until 5 p.m. on this day in other regions was 69.0 mm in Sokcho, Gangwon; 46.1 mm in Seogwipo, Jeju; 45.6 mm in Gyeongju, Gyeongbuk; 32.8 mm in Busan; 21.7 mm in Daegu; 21.3 mm in Daejeon; and 6.1 mm in Seoul.
Heavy snowfall accumulated in the cold northern mountainous areas of Gangwon. As of 5 p.m., Hyangrobong had 47 cm of snow accumulation.
The rain and snow are expected to continue in most areas until the morning of the 12th before stopping. Rainfall will persist until the afternoon in Jeonnam and Gyeongnam, and until the evening in Gangwon Yeongdong and Jeju. Some parts of Gangwon Yeongdong may receive an additional 120 mm or more of rain.
The expected additional rainfall amounts are 30?80 mm for Gangwon Yeongdong, Gyeongbuk East Coast, and Ulsan (with Gangwon Yeongdong possibly exceeding 120 mm and northern Gyeongbuk East Coast possibly exceeding 100 mm), 20?60 mm for Busan and the southern coast of Gyeongnam, 10?40 mm for the Seoul metropolitan area, the five western islands, Gangwon Yeongseo, Chungcheong, Daegu, inland Gyeongbuk, inland Gyeongnam, Ulleungdo, and Dokdo, and 5?40 mm for Jeju and Honam.
Expected additional snowfall amounts are 20?30 cm (up to over 40 cm) in the northern mountainous areas of Gangwon, 10?20 cm (up to over 30 cm) in the central mountainous areas of Gangwon, 5?10 cm (up to over 15 cm) in the southern mountainous areas of Gangwon, 2?7 cm in northern inland and eastern coastal areas of Gangwon, 1?3 cm in the northeastern mountainous areas of Gyeongbuk, and around 1 cm in northeastern Gyeonggi.
Temperatures will remain above average until the 12th. The lowest temperatures on the morning of the 12th are expected to range from 1 to 11 degrees Celsius, and the highest daytime temperatures from 5 to 13 degrees Celsius. Expected minimum and maximum temperatures in major cities are Seoul 5°C and 10°C, Incheon 4°C and 8°C, Daejeon 6°C and 11°C, Daegu 7°C and 12°C, Ulsan 10°C and 11°C, and Busan 10°C and 12°C.
After the rain stops, continental high pressure will expand, causing temperatures to drop sharply on the 13th. Morning temperatures on the 13th will fall 5 to 10 degrees Celsius lower than on the 12th, dropping below freezing.

Strong winds with instantaneous gusts exceeding 55 km/h (70 km/h in mountainous areas) will blow in most regions until the 12th. At sea, winds of 35?65 km/h will blow until the 12th in the western Yellow Sea and southwestern southern sea, and until the 13th in other seas, with waves reaching heights of 2?4 meters (up to over 5 meters in the southern offshore Yellow Sea and East Sea). Due to swells along the East Coast, high waves will wash over rocky shores and breakwaters, so it is advised to avoid going there if possible.
