Eunpyeong-gu Issues 'Integrity Alert' to Establish Public Service Discipline
Efforts to Establish Employees' Integrity Awareness and Ensure Faithful Fulfillment of Integrity Duties
Eunpyeong-gu (District Mayor Kim Mi-kyung) announced that it has issued the fourth Integrity Advisory of the year to establish strict public service discipline among public officials in line with the year-end and New Year personnel appointments of 2023 and the first half of 2024.
Eunpyeong-gu issues Integrity Advisories during periods vulnerable to corruption, such as holidays, personnel seasons, and vacation seasons, to prevent laxity in public service discipline. This effort aims to establish employees' awareness of integrity and ensure faithful compliance with integrity obligations.
This Integrity Advisory mainly includes the prohibition of any improper solicitation related to personnel matters such as recruitment, promotion, and transfer during the year-end and New Year and personnel seasons, in accordance with the Act on the Prohibition of Improper Solicitation and Graft (hereinafter referred to as the Improper Solicitation Act) and the Code of Conduct for Public Officials.
According to the Improper Solicitation Act, public officials must promptly and clearly express refusal if they receive improper solicitations. Failure to refuse and performing duties based on improper solicitation is subject to criminal penalties of up to two years imprisonment or a fine of up to 20 million KRW. Additionally, public officials who make improper solicitations on behalf of a third party are subject to fines of up to 30 million KRW.
