Busan City and Busan District Bar Association Sign MOU for 'Jeonse Fraud Prevention and Legal Service Support'

On November 30, Busan City signed a business agreement with the Busan District Notary Association (President Choi Cheol-i) for the "Prevention of Jeonse Fraud Victimization and Legal Service Support in Busan City."
Busan City and the Busan District Notary Association signed this business agreement with the aim of strengthening prevention of jeonse fraud victimization and legal service support to empower victimized tenants.
Through this agreement, tenants who have been designated as 'Jeonse Fraud Victims' under the special law and wish to bid on the victimized housing can receive support for auction and public sale procedure consultations and notary fees related to ownership registration transfer.
▲ The Notary Association provides legal consultations from the initial auction and public sale stages to victims of jeonse fraud, education and representation regarding procedures such as sale and distribution, and notary fees for ownership transfer registration at about 70% of the standard rate, and ▲ Busan City partially supports the notary fee.
The Housing and Urban Guarantee Corporation (HUG) designates and supports legal representatives for the entire auction and public sale process, including distribution and bidding, upon application by jeonse fraud victims, and supports up to 70% of the legal representative (notary) fees. Therefore, Busan City and the Notary Association provide support for ownership transfer registration after the auction ends, avoiding overlap with HUG’s support under the special law.
Tenants designated as ‘Jeonse Fraud Victims’ under the special law who wish to receive support under this agreement can apply to the Busan City Jeonse Victim Support Center.
The Notary Association has been actively supporting legal consultations for jeonse victims since the opening of the 'Busan City Jeonse Victim Support Center' on April 3.
As of November 30, there have been 1,064 cases of notary consultations through the center regarding registration rights analysis and auction/public sale procedures, and 315 cases of consultation support by the Busan District Bar Association concerning lawsuits and fraud against landlords.
Busan City plans to continuously strengthen support for jeonse victim tenants through legal services, financial and housing support, psychological counseling, jeonse fraud prevention publicity and education, and coaching for monthly rent contracts.

Kim Bong-cheol, Director of the Architecture and Housing Bureau of Busan City, stated, “Support on how tenants can resolve issues when they suffer from jeonse fraud is very important,” and added, “Busan City will prepare and implement the best policies to ensure housing stability for victimized tenants, including legal service support.”
