Park Sang-woo, Minister of Land Nominee, "Prioritizing National Housing Stability and Transportation Innovation"
Park Sang-woo, the nominee for Minister of Land, Infrastructure and Transport, announced that he will prioritize housing stability and commuting traffic innovation.
On the 4th, Park stated in his nomination remarks delivered to the Ministry of Land press corps, "I feel a heavy sense of responsibility and mission as the nominee for Minister of Land, who is at the forefront of people’s livelihoods."
He began by saying, "Over the past 30 years, while working at the Ministry of Land and Korea Land and Housing Corporation (LH), I have deeply considered housing issues and commuting problems that people experience in daily life, as well as sustainable development directions for land and cities."
He continued, "If appointed as Minister of Land, I will prioritize easing citizens’ housing concerns by establishing a dense housing safety net and restoring the housing ladder, and making the start and end of office workers’ days more comfortable through commuting traffic innovation."
He also pledged to strive for the sound development of construction and transportation-related industries, and to carefully address issues such as regional balanced development and low birth rates.
Furthermore, he said, "I will listen to voices from the field and continuously communicate with the media and experts to create policies that the public can understand and empathize with," adding, "I will prepare for the confirmation hearing with a sincere and humble attitude."
Park, a former president of LH, is a seasoned bureaucrat from the predecessor of the Ministry of Land, Infrastructure and Transport, the Ministry of Land, Transport and Maritime Affairs, and is recognized as an expert in housing and land policies. He entered public service through the 27th Administrative Examination and has held key positions in the Ministry of Land, including Director of Housing Policy, Director of Land Planning, Director of Construction Policy, Director of Housing and Land Office, and Director of Planning and Coordination Office. Notably, as Director of Housing and Land Office, he promoted the 'Housing Three Acts,' including the abolition of the redevelopment excess profit recovery system, and introduced multiple normalization measures during the housing market downturn.

After retiring from public office, he served as President of the Korea Construction Policy Institute and Chairman of the Construction and Housing Forum, and was appointed president of LH in 2016 during the latter half of the Park Geun-hye administration. Even after the regime change, his expertise in the housing sector was recognized, and he completed a three-year term under the Moon Jae-in administration.
