Jeonnam Governor Kim Young-rok Works Hard to Host COP33 in the Southern Coast and South Central Region
Attendance at the 28th UN Climate Change Conference of the Parties
Jeonnam Governor Kim Young-rok is working hard to attract COP33 to the southern coastal and southern central region.
According to Jeonnam Province, the provincial delegation led by Governor Kim attended the 28th United Nations Climate Change Conference of the Parties (COP28), which opened on the 30th (local time) in Dubai.
While officially launching efforts to attract the 33rd conference to the southern coastal and southern central region, they pledged to strengthen international cooperation in response to the climate crisis.
Governor Kim and his delegation informed Kim Hyo-eun, the newly appointed chief representative of the Republic of Korea government delegation attending the conference, about their efforts to lay the groundwork for attracting the 33rd conference to the southern coastal and southern central region, and proposed government-level support for the bid and the prior designation of the host city.
They also met with Frank Cownie, the global president of ICLEI, the world's largest network of local governments, to introduce Jeonnam Province's carbon neutrality policies and climate crisis measures, and requested cooperation in forming international networks to strengthen carbon neutrality collaboration.
In response, Frank Cownie expressed that as ICLEI is a partner pursuing shared values such as carbon neutrality and implementation of the Paris Agreement, they intend to promote closer cooperation going forward and actively participate in Jeonnam Province's carbon neutrality policies.
He also stated that ICLEI will support Jeonnam Province, as a leading local government discovering and promoting pioneering policies to realize carbon neutrality, to play its role on various international stages.
Jeonnam Province will then hold an international forum titled “Carbon Neutrality Strategies for Coastal Areas” on December 1 at the ICLEI pavilion in the Blue Zone of the 28th conference.
This international forum was organized to emphasize the role of local governments, the executors of carbon neutrality policies, in the face of the ongoing global climate crisis, and to actively participate in climate crisis response through solidarity and cooperation with local governments worldwide.
Governor Kim is expected to emphasize the need for “systematic conservation of coastal ecosystems” to realize carbon neutrality in his opening remarks at the forum, attended by over 40 overseas local government leaders and experts, and highlight Jeonnam Province’s leadership in restoring marine resource functions.

Governor Kim Young-rok said, “Attending COP28 reaffirmed our determination to attract COP33 to the southern coastal and southern central region, which will be a momentum for realizing carbon neutrality,” and added, “Through hosting the international forum, we will create an opportunity to lead strengthened solidarity and cooperation among cities worldwide regarding climate change.”
