Small-Scale Industrial Complexes Can Also Establish 'Ipju Company Association'
Ministry of the Interior and Safety Improves 58 Regulations in Central Government Agencies
Companies located in small-scale industrial complexes with an area of less than 150,000㎡ or fewer than 10 resident companies will also be able to establish resident company councils. Due to regulatory improvements, the establishment requirements for resident company councils have been significantly relaxed to an area of 50,000㎡ or more and at least 4 resident companies, which is expected to revitalize small-scale industrial complexes.
The Ministry of the Interior and Safety announced on the 28th that it identified regionally tailored regulations considering the characteristics and conditions of local governments, and improved a total of 58 central government regulations in the third quarter of this year through active consultations and discussions with related ministries and local governments.
In particular, regulatory improvement achievements were derived by utilizing the Local Regulation Innovation Committee, which was launched in April and operates monthly, including frontline field meetings. First, the establishment requirements for resident company councils in small-scale industrial complexes have been significantly relaxed. The Ministry of Trade, Industry and Energy has proactively reviewed regulatory improvements and decided to amend the 'Industrial Cluster Act Enforcement Rules' by March next year to allow the establishment of resident company councils regardless of the type of industrial complex if the industrial complex area is 50,000㎡ or more or the number of resident companies is 4 or more.
Autonomy in installing reclaimed water facilities will be expanded going forward. Developers were required to install and operate reclaimed water systems to reuse at least 10% of water usage according to the 'Water Reuse Act.' However, the utilization of installed reclaimed water facilities was insufficient, and the requirement to install reclaimed water systems even in small-scale development projects became a burden for developers. After inter-ministerial coordination meetings and re-discussions, the Ministry of Environment decided to amend the 'Water Reuse Act' by December next year to allow the operator of reclaimed water systems in development projects to be determined through consultations among the developer, the competent local government, and others.
Additionally, at unmanned civil service issuance machines, spouses or direct family members other than the individual will be able to obtain certificates related to family relationship registration. Along with this, PC cafes (PC bangs) will be excluded from youth harmful establishments.
