Ministry of Education and Seoul Metropolitan Office of Education File Complaint Against Parents Threatening CSAT Proctors
"To Protect Teachers Receiving Unfair Complaints"
Lee Ju-ho, Deputy Prime Minister for Social Affairs and Minister of Education, and Cho Hee-yeon, Superintendent of the Seoul Metropolitan Office of Education, have decided to file a complaint against a test-taker’s parent who continuously threatened the proctor for detecting cheating during the 2024 College Scholastic Ability Test (CSAT).
The Ministry of Education and the Seoul Metropolitan Office of Education announced on the 24th that this decision was made to protect the proctor who suffered from unfair complaints after detecting cheating on the CSAT.
The child of the parent in question was caught cheating by the proctor at a school in Seoul on the 16th, the day of the CSAT, when they tried to mark answers after the exam bell had rung.
The parent verbally abused the proctor, saying, "I am a lawyer. Since you ruined my child’s life, I will ruin yours too," and held a one-person protest in front of the school where the proctor works.
Feeling threatened, the proctor reportedly took sick leave and did not go to school. To protect the affected teacher, the Seoul Metropolitan Office of Education is providing support based on relevant laws, including special leave, psychological counseling, and emergency security services guaranteed by the Teacher Safety Mutual Aid.

On the 23rd, Cho Hee-yeon, Superintendent of the Seoul Metropolitan Office of Education, warned that they were considering filing a complaint against the parent. He also pointed out on his SNS, "The proctor objectively detected the student’s cheating, and all three proctors agreed on this judgment," adding, "Personally obtaining the proctor’s identity to threaten them and picketing in front of the school is a very inappropriate way to raise objections."
