Administrative Network Down for 4th Time in a Week... Mobile ID Faces Temporary Access Disruption
The Fourth Incident Since the 17th
Earlier Notice of 'Service Suspension'
The mobile ID website and application (app) operated by the government both experienced access disruptions but were restored within about 30 minutes.
According to the Ministry of the Interior and Safety on the 24th, the mobile ID website and app were inaccessible from around 3 p.m. that day but are currently accessible.
The operation and management of the mobile ID system are handled by the Korea Minting and Security Printing Corporation. Earlier, the mobile ID homepage had announced that service operations would be suspended from 9:10 a.m. to 11:20 a.m. that day due to an electronic certificate system failure, resulting in the suspension of mobile ID electronic certificate issuance and distribution services. However, access disruptions occurred outside of the announced suspension period as well.
This access disruption marks the fourth 'network paralysis' incident following the paralysis and subsequent recovery of the ‘Sido Saeol Administrative System,’ an administrative network exclusively for public officials, and the online civil service ‘Government24’ on the 17th.
The Ministry of the Interior and Safety announced that the local administrative computer services were fully restored on the 19th, three days after the blackout, but the resident registration system experienced a temporary failure on the 22nd. On the following day, the Public Procurement Service’s national comprehensive electronic procurement system, 'Nara Marketplace,' experienced about an hour of connectivity issues.

Despite the repeated failures in the national computer network, the government has not provided clear causes or solutions. Regarding the Saeol system failure, it was attributed to a 'network equipment error,' and the faulty equipment was replaced, but the government has not adequately explained the cause of the malfunction. Subsequently, for the resident registration card issuance system and the Public Procurement Service’s Nara Marketplace access disruptions, 'overload' was cited as the cause, but no definitive answers have been provided.
