'National Agency Computer Network Paralysis' Added as Social Disaster...Decided on Whole-Government Response
The government will add 'paralysis of national agency computer networks' to social disasters and manage it at the whole-government level, following the national administrative network failure incident.
On the 24th, the Ministry of the Interior and Safety announced plans to amend the Enforcement Decree of the Framework Act on Disaster and Safety Management to specify 'paralysis of national agency computer networks' as a 'type of disaster and accident.'
The current enforcement decree lists 51 types of disasters, including private information and communication accidents, but does not include paralysis of national agency computer networks. Once specified in the enforcement decree, the responsible agency must prepare a 'crisis management standard manual,' related agencies must create a 'disaster response practical manual,' and affiliated and subordinate organizations and local governments must develop an 'on-site action manual' to prepare a series of processes from disaster prevention to recovery in advance. The Ministry of the Interior and Safety is expected to be the responsible agency.
The amendment is expected as early as June next year, and the Ministry of the Interior and Safety aims to pass it together with the amendment currently under review in the National Assembly to add 'crowd accidents' to social disasters.
