The three cities of the Haeoreum Alliance will hold a final report meeting on their win-win development strategy. Ulsan City announced that on the 21st at 11 a.m., it will hold the "2023 Second Half Haeoreum Alliance Win-Win Council" at the Lotte Hotel Ulsan Crystal Ballroom.
On this day, the Win-Win Council will be held with about 40 participants including Kim Doo-gyeom, Mayor of Ulsan, Lee Kang-deok, Mayor of Pohang, Joo Nak-young, Mayor of Gyeongju, and heads of departments from the three cities. The meeting will include the final report on the Haeoreum Alliance urban development strategy research and the signing of the "Haeoreum Alliance Win-Win Cooperation Joint Declaration."
The Haeoreum Alliance urban development strategy research was prepared to overcome the intensifying concentration in the metropolitan area and the crisis of local extinction, and to strengthen win-win cooperation among cities. The main contents include analyzing the achievements of existing joint cooperation projects, establishing an urban development strategy focused on spatial hubs, and discovering new cooperative projects.
With the research vision of "Leading the metropolitan areas of Korea, the Haeoreum Alliance," the project is promoted with goals to ▲realize carbon neutrality based on eco-friendly energy ▲strengthen metropolitan competitiveness through continuous linked cooperation ▲improve the quality of life for residents in the Haeoreum region.
The cooperation fields include economy and industry, transportation infrastructure, culture and tourism, maritime logistics, and quality of life (environment, medical care, welfare). The core leading projects are the establishment of the Haeoreum eco-friendly advanced industrial belt, creation of a world-class river, mountain, and sea garden city, construction of an eco-friendly metropolitan public transportation network system, and fostering spatial hubs for forming the Haeoreum metropolitan area.
The projects discovered through the research will be finalized by the end of December after being proposed at the final report meeting and reviewed through inter-city working-level consultations. Also, the Haeoreum Alliance Win-Win Cooperation Joint Declaration signed on this day is based on the contents proposed in the urban development strategy research.
It contains the commitment to actively cooperate to nurture the three cities as new growth hubs of the Republic of Korea and to become happy cities. It pledges mutual cooperation in single economic zone growth, formation of a super-regional transportation network, creation of a metropolitan cultural tourism zone, and establishment of urban safety nets.
Kim Doo-gyeom, Mayor of Ulsan, said, "In the era of local regions, the three cities of Ulsan, Pohang, and Gyeongju will continue win-win cooperation in various sectors to strengthen regional competitiveness and improve the quality of life for citizens."

The Haeoreum Alliance was formed in June 2016 by the three closely connected cities of Ulsan, Pohang, and Gyeongju, following the opening of the Ulsan-Pohang highway, and has been promoting various Haeoreum win-win cooperation joint projects since then.
