Seongbuk-gu Lifts Land Transaction Permission Zones Including Seongbuk 3 and Samseon 3 Districts
Seongbuk-gu, Seoul (District Mayor Lee Seung-ro) announced on the 20th that some of the land transaction permit zones designated by the Seoul Metropolitan Government have been lifted by ‘Seoul Metropolitan Government Announcement No. 2023-3231 (November 16, 2023).’
The areas lifted this time include the (tentatively named) Seongbuk 3 District (Seongbuk-dong 3-38 area), Jeongneung 2 District (Jeongneung-dong 314 area), Jeongneung 3 District (Jeongneung-dong 642 area), and Samseon 3 District (Samseon-dong 1-ga 280 area), which were not selected in the rapid integrated planning and public redevelopment project competitions. The obligations for actual residence and direct use of land in these zones have also been lifted, and the district plans to notify the affected parties individually.
Earlier, since January 2022, Seoul City has designated unselected areas recommended by districts that met the ‘legal zone designation requirements’ and resident consent rates as land transaction permit zones as part of anti-speculation measures to activate and facilitate housing supply.

Seongbuk-gu stated, “The lifting of the land transaction permit zones is a measure following legal amendments and a decision to alleviate residents’ inconveniences caused by prolonged non-selection in the rapid integrated planning and public redevelopment project competitions.”
