Seoul City Accelerates Moa Housing... "Integrated Review Cuts 6 Months"
Expansion from Architecture and Urban Planning to Landscape and Transportation
[Asia Economy Reporter Onyu Lim] To revitalize Moa Housing and Moa Town, which redevelop aging small-scale areas in Seoul, the integrated review function before the project will be expanded from the fields of architecture and urban planning to include landscape, traffic, disaster, and educational environment sectors.
Seoul City announced this on the 19th and stated, "We expect the project period to be shortened by 3 to 6 months or more in the future."
Moa Town (small-scale housing maintenance management area) is a district-level maintenance method that groups aging low-rise residential areas within 100,000㎡, where new and old buildings are mixed and large-scale redevelopment is difficult, into one group to supply high-quality housing like large apartment complexes and expand various convenience facilities such as underground parking lots.
When designated as a Moa Town, owners of neighboring multi-family and multi-household housing lots within the area can combine individual lots and promote Moa Housing (small-scale housing maintenance project) projects for joint development on a block basis.
As the scale of Moa Housing gradually increases, the review required before approval of the project implementation plan has expanded from architecture and urban planning to landscape, traffic, disaster, and educational environment fields, making project delays inevitable when undergoing separate committee reviews.
To resolve this, the city has established and planned the operation of the 'Small-scale Housing Maintenance Integrated Review Committee,' which can review architecture, urban planning, landscape, traffic, disaster, and educational environment all at once.
The integrated review committee consists of a total of 38 members, including three ex officio public officials and members recommended by each committee.
Additionally, since many projects are small in scale due to the characteristics of small-scale housing maintenance projects, a subcommittee of 5 to 10 or fewer members will be operated to enable prompt review in such cases.
Furthermore, to simplify the review process, the mandatory expert pre-consultation on the small-scale housing maintenance project implementation plan will be completely abolished.
The expert pre-consultation, which has been operated since 2019 for technical review before integrated review of the project implementation plan, was abolished due to concerns about effectiveness and delays in the review period, according to the city.
To improve building quality, including design enhancement, separate guidelines will be prepared and operated.

Han Byung-yong, Director of Seoul City's Housing Policy Office, said, "The operation of the integrated review committee will be an opportunity to breathe new life into the Moa Housing project," and added, "We will spare no public support to ensure that the goal of supplying 30,000 units by 2026 is not hindered."
