Yangcheon-gu (District Mayor Lee Gi-jae) announced that it will expand the support target of the ‘Specific Voucher Project for Semi-basement’ to all semi-basement households who move to above-ground floors, providing 200,000 KRW per month, and extend the support period up to 6 years.
The ‘Seoul-type Specific Voucher Project for Semi-basement’ is a welfare program that supports housing costs so that residents living in poor semi-basement conditions can move to more comfortable above-ground floors.
Previously, support was focused on households at high risk of flooding and those with severely disabled residents. However, following a change in Seoul city’s policy aimed at reducing flood damage, the target was broadly expanded to include all semi-basement households starting from October.
Additionally, to alleviate the housing cost burden for semi-basement households, the support period has been extended from the existing 2 years to a maximum of 6 years, and the support amount has increased from a maximum of 4.8 million KRW to up to 14.4 million KRW. This aims to encourage relocation to above-ground floors and promote stable housing settlement.
The eligibility criteria require households to have been residing in semi-basement housing as of August 9, 2022, and to have moved to above-ground floors after August 10, 2022. They must also meet selection standards such as being non-homeowners with a household income at or below 100% of the average monthly urban worker income of the previous year.
This project re-evaluates income every two years, and support can be received for up to 6 years if conditions are met. Residents wishing to apply should bring their ID, a copy of the semi-basement lease contract, a copy of the above-ground lease contract (with a confirmed date), and a bankbook copy to the local community service center of their residence.
Meanwhile, since February this year, the district has been fully supporting the flood insurance premiums for residents living in disaster-vulnerable areas and semi-basement houses to address blind spots caused by heavy rain damage. Despite the high risk of flooding, vulnerable groups who hesitate to purchase flood insurance due to economic burdens have been actively encouraged to enroll, resulting in more than double the enrollment rate compared to last year.
