National Security Office Holds Cybersecurity Situation Review Meeting... "Strengthening Proactive Defense Capabilities"

Inseonghwan, the Second Deputy Director of the National Security Office, urged cyber crisis response agencies on the 15th to "strengthen domestic and international cooperation systems to enable swift collaboration in the event of a (cyber crisis) situation, and to focus efforts on securing deterrence against malicious cyber activities by threat actors and enhancing proactive defense capabilities."
On the same day, Inseonghwan held a cyber security situation review meeting at the Yongsan Presidential Office to assess the response posture, the National Security Office reported.
The meeting was attended by senior officials at the director level from the National Intelligence Service, Ministry of Science and ICT, Ministry of National Defense, Prosecutor's Office, National Police Agency, Counterintelligence Command, Cyber Operations Command, and the National Cyber Crisis Management Group.
Inseonghwan expressed concern, stating, "The prolonged Russia-Ukraine war and the recent conflict between Israel and the Palestinian armed faction Hamas have expanded into cyberspace, and North Korea continues to carry out illegal cyber activities such as virtual asset theft. If the cyber crisis situation escalates, it could deal a fatal blow not only to the daily lives of the people but also to national security."

The National Security Office explained that this meeting focused on reviewing the first anniversary of the Kakao incident and proactively checking the government's overall response posture to prepare for cyberattacks that threaten national security.
The Kakao incident refers to the fire that occurred last October at the SK C&C data center in Pangyo, Seongnam-si, Gyeonggi Province, which caused Kakao services to be down for several days.
At the time, President Yoon, during a doorstepping (morning Q&A), effectively evaluated Kakao as a 'national infrastructure communication network' and emphasized, "When the market is distorted due to monopoly or severe oligopoly, especially when it concerns national infrastructure, the state must naturally take necessary institutional measures."
