Acceleration of Construction for Gwanak-Dongjak Joint Resource Circulation Center
Establishment of Gwanak-Dongjak District Consortium, Seoul's First, for Building a 40,000㎡ Shared Resource Recycling Center on Basement Level 2... Enhancing Construction Efficiency through Dedicated Team for Rapid Decision-Making and Expertise
Gwanak-gu (Mayor Park Jun-hee), together with Dongjak-gu, has established the ‘Dongjak-Gwanak Joint Resource Circulation Center Construction Association’ and is officially embarking on the construction of the joint resource circulation center.
A ‘local government association’ is a legal entity formed by two or more local governments as members to jointly handle one or more administrative tasks.
In particular, the establishment of the ‘Dongjak-Gwanak Joint Resource Circulation Center Construction Association’ is especially meaningful as it is the first case of an association established between local governments in Seoul.
Until now, Gwanak-gu and Dongjak-gu have been sorting recyclables through the Gwanak Clean Center and Boramae Collection Center located near Boramae Park.
For a long time, residents experienced inconvenience due to noise and odor, and since 2014 there have been continuous demands from residents for relocation, but the district had difficulty finding a suitable alternative site, hindering project progress.
Subsequently, with residents’ consensus and agreement, the idea of ‘complete underground construction of the joint resource circulation center’ emerged, putting the project back on track.
In 2018, the district signed an agreement with Dongjak-gu and the residents’ countermeasure committee and began full-scale project implementation. Currently, it is conducting an urban planning facility decision service and has completed the request for central investment review from the Ministry of the Interior and Safety.
The ‘Dongjak-Gwanak Joint Resource Circulation Center’ will have a recycling sorting facility with two underground floors and a total floor area of 40,000㎡, and the aboveground waste treatment facility site will be restored as a park.
Gwanak-gu expects that with the establishment of the ‘Dongjak-Gwanak Joint Resource Circulation Center Construction Association’ and the formation of a dedicated organization, the project will accelerate by securing faster decision-making.
Once the association is established, it will carry out tasks related to the construction of the joint resource circulation center, including ▲construction-related supervision and guidance ▲approval of implementation plans and management of changes to implementation agreements ▲attracting private investment.
The district anticipates that the establishment of the ‘Dongjak-Gwanak Joint Resource Circulation Center Construction Association’ will become an excellent collaborative model for cleaning administration among autonomous districts.
