Gyeonggi-do Jeonse Damage Support Center Legal and Financial Consultations Surpass 8,000 Cases...Nation's Largest
The Gyeonggi-do Jeonse Damage Support Center has conducted over 8,400 consultations since its establishment in March.
The Gyeonggi-do Jeonse Damage Support Center announced on the 8th that since its opening on March 31, it has operated for 154 days from Monday to Friday until November 1, providing a total of 8,451 consultation services in various fields such as legal and financial support for Jeonse victims.
By service category, legal consultations were the most frequent with 2,630 cases. This was followed by ▲Jeonse victim decision reception with 2,530 cases ▲Jeonse damage reception by Housing and Urban Guarantee Corporation (HUG) with 2,105 cases ▲emergency financial support consultations with 951 cases ▲emergency housing support consultations with 235 cases.
Earlier, in March, Gyeonggi-do established the Jeonse Damage Support Center in the former Gyeonggi Provincial Government building in Paldal-gu, Suwon-si. Currently, 35 staff members work there, including employees from Gyeonggi Housing and Urban Corporation (GH), private experts (lawyers and judicial scriveners), and the Housing and Urban Guarantee Corporation (HUG). It is the largest center of its kind nationwide.
The center has been providing comprehensive consultations on real estate law, emergency financial support, and housing support. It also handles the reception and investigation of Jeonse damage applications under HUG and special laws, while supporting administrative procedures for decisions regarding Jeonse victims.
Separately from the center’s operations, since June, Gyeonggi-do has been the first in the nation to provide moving expenses support to residents who must inevitably relocate due to eviction orders caused by Jeonse damage. Selected applicants can receive support for moving costs up to 1.5 million KRW. Recognized expense items include packing moving services, ladder trucks and elevator use, air conditioner relocation and installation, and move-in cleaning. Only tax invoices, credit card sales slips, and cash receipts are accepted as proof of expenses, while simplified receipts, transaction statements, and estimates are not accepted.
The support targets those who have received a Jeonse damage confirmation certificate from HUG or a decision notification under the Special Act on Support for Jeonse Fraud Victims and Housing Stability, and who currently reside in public rental housing within the province under emergency housing support.
Gyeonggi-do is also considering providing emergency living expenses of up to 1 million KRW to Jeonse-damaged households in the province suffering financial hardship due to monetary losses. To this end, administrative procedures such as consultations with the Ministry of Health and Welfare on establishing social security systems are underway.
Additionally, in August, Gyeonggi-do became the first metropolitan local government to enact and promulgate the ‘Gyeonggi-do Housing Tenant Jeonse Deposit Return Guarantee Fee Support Ordinance’ and is promoting a guarantee fee support project for housing tenants’ Jeonse deposit return guarantees.
The guarantee fee support project assists housing tenants of all ages in the province by subsidizing guarantee fees to encourage enrollment in Jeonse deposit return guarantees, thereby preventing Jeonse damage in advance.
Among those who have signed lease contracts with Jeonse deposits of 200 million KRW or less and meet certain income criteria, the project supports guarantee fees up to 300,000 KRW.
Previously, Gyeonggi-do produced and distributed the nation’s first booklet titled ‘Guide to Support Contents for Jeonse Fraud Victims, etc.’ along with customized education for city and county officials and Jeonse victims. It also held ‘on-site explanatory meetings’ in areas with large-scale Jeonse damage such as Suwon, Bucheon, and Hwaseong Dongtan.

Jung Jong-guk, Director of the Housing Policy Division of Gyeonggi-do, stated, "After gathering residents’ opinions through Jeonse victim meetings and on-site explanatory sessions, we have actively prepared alternatives suited to Gyeonggi-do’s circumstances and introduced Jeonse damage support policies. We will focus all policy capabilities to ensure that Jeonse victims receive practical support and that damage is prevented in advance."
