On the 2nd (local time), President Yoon stated, "Everyone should be fairly guaranteed opportunities for competition and innovation, and the benefits created by digital technology should be evenly enjoyed by the entire society," presenting the direction for artificial intelligence (AI) and digital technology.
On the same day, President Yoon participated via video conference in the '1st AI Safety Summit' held in the United Kingdom, engaging in in-depth discussions on global cooperation measures for the safe use of AI and the establishment of governance.
This meeting was held at the proposal of Prime Minister Sunak to discuss international community-level responses amid growing concerns about the safety and reliability of AI following the emergence of generative AI such as ChatGPT.
At the beginning of his remarks, President Yoon warned, "The emergence of generative AI, including ChatGPT, has enhanced the convenience of our lives and increased industrial productivity, but the digital divide worsens economic disparities, and the surge of fake news can restrict our freedom and threaten democratic systems such as elections."
He continued, "Digital technology, including AI, must solely contribute to expanding human freedom and welfare and must not pose a threat to the safety of individuals and society."
President Yoon shared with the leaders of various countries that last September, reflecting the fundamental values and philosophy that the AI digital era should pursue, he announced the 'Digital Bill of Rights,' which includes five principles: freedom, fairness, safety, innovation, and solidarity.
He expressed his intention to actively contribute to building global AI governance by hosting the 'AI Global Forum' to support the establishment of an international organization within the United Nations, and to closely cooperate with the 'AI Safety Network' proposed at this summit as well as the 'UN High-Level Advisory Body on AI' launched by the UN last October.
