Minister Lee Young Discusses Collaboration with Rene Haas, ARM CEO
Discussion on Joint R&D Promotion Centered on Global Innovation Special Zones
The Ministry of SMEs and Startups announced that Minister Lee Young met with Ren? Haas, CEO of the global semiconductor design company Arm, on the 25th at the Glad Hotel in Yeouido to discuss cooperation plans.
Minister Lee and CEO Haas explored ways to strengthen collaboration in open innovation and joint technology development in the fields of mobility and robotics. They also discussed cooperation in the SDV (Software Defined Vehicle) sector. As the importance of dedicated automotive software continues to grow, the transition to SDV is progressing rapidly, and Arm is accelerating efforts to realize SDV.
The transition to SDV requires participation from various parts manufacturers and software companies. Moreover, due to its scalability into diverse fields such as robotics, it is expected to become a new growth engine for SMEs and startups in the manufacturing and ICT sectors.
The Ministry of SMEs and Startups and Arm agreed to review plans to promote open innovation and joint research and development (R&D), including Arm’s partner companies, centered on global innovation zones in mobility and AI robotics sectors.

View original imageAdditionally, Minister Lee and CEO Haas exchanged views not only on the mobility sector but also on the prospects of AI and data centers, where Arm holds technological leadership, and agreed on the importance of cooperation with Korean companies.
Since 2020, Arm has collaborated with the Ministry of SMEs and Startups to enable 18 Korean fabless companies and startups to use the AFA (Arm Flexible Access) program, which allows them to produce and verify semiconductor samples without cost. Minister Lee also conveyed the opinions of domestic fabless companies and startups to Arm.
Junho Baek, CEO of PuriosaAI, expressed expectations that cooperation between Arm and Korean AI semiconductor fabless companies will become a success formula in the global AI semiconductor market. Seungpil Shim, CEO of Supergate, conveyed a request to expand Arm’s design service capability enhancement program, emphasizing the growing importance of design services that connect fabless companies and foundries as semiconductor design becomes more complex.
CEO Haas said, "Arm values its long-standing partnerships with many Korean companies and continues to collaborate across various fields," adding, "In particular, we are working with the Ministry of SMEs and Startups to support Korean fabless and startup companies in enhancing their global competitiveness." He further stated, "We look forward to expanding cooperation with the Ministry of SMEs and Startups so that Korean startups and design service companies can improve their design capabilities and develop more specialized SoCs."

Minister Lee said, "Our country has numerous startups and SMEs dedicated to semiconductor development, and there is growing demand for computing power and advanced semiconductor design across mobility, mobile, robotics, and data center sectors," adding, "Cooperation with Arm will be a valuable asset for our startups and SMEs."
