Creating a Public Service Atmosphere That Enjoys New Challenges
Gumi City in Gyeongbuk is striving to create a culture of learning within the public service to cultivate competent civil servants who lead the local era.
Just as one cannot explore the world with an old map, administrative organizations must keep up with the times and strengthen the capabilities of individual members to provide tailored administration in response to ever-changing administrative demands.
Accordingly, the city is promoting various employee training programs to secure work expertise and enhance creative and innovative mindsets, based on the belief that civil servants at the forefront of policy implementation must learn and change.
The ‘Good Morning Wednesday Special Lecture,’ held every Wednesday morning since July last year for a total of 62 sessions, has been attended by over ten thousand employees cumulatively. It serves as a platform to discover and discuss policies through lectures on major national agendas and trends, and is recognized as an innovative employee training program both inside and outside the organization.
The city provides employees with ‘field-centered policy development capacity-building training,’ which involves visiting excellent projects in Seoul, the Gyeonggi area, and other local governments outside Gumi, enabling them to translate observed and learned cases into policy development.
This year, to strengthen job competencies suitable for ranks and job series, the city has promoted practical training rather than simple theoretical education, including ▲report writing training ▲report speech coaching ▲technical civil servants’ construction design training ▲new civil servants’ public service adaptation training.
On the 12th, to prepare for digital transformation and the future era, the city conducted ‘ChatGPT Understanding and Work Utilization Training’ to enable civil servants to use generative AI in administrative tasks. Additionally, design awareness improvement training to cultivate promotional marketing skills is planned.
Self-directed learning programs such as ▲creative reading education ▲telephone foreign language education ▲Creative TV humanities cyber education are being promoted to create a learning atmosphere where employees can habitually pursue learning beyond job training.
Mayor Kim Jang-ho said, “The future-oriented thinking and knowledge of civil servants are the driving force behind the city’s development,” adding, “We will enhance employees’ capabilities to lead a city administration that brings about changes and innovations that citizens can feel.”
