Busan City Begins Operation of 'Priority Parking Zones for National Merit Recipients'
Installation and Operation of Over 90 Public Institution Parking Spaces Including 2 at City Hall Annex Parking Lot
Continuous Expansion to Honor National Veterans and Promote Veterans Culture
Busan City is starting to install and operate ‘Priority Parking Spaces for National Merit Recipients’ in about 90 parking spaces at public institutions, including two spaces at the city hall annex parking lot and parking lots of city-affiliated business offices and industrial complexes.
The installation of ‘Priority Parking Spaces for National Merit Recipients’ is being promoted in accordance with the ‘Ordinance on the Installation and Operation of Priority Parking Spaces for National Merit Recipients in Busan Metropolitan City,’ enacted last July to honor national merit recipients who have sacrificed and dedicated themselves for the country and to spread a culture of veterans’ respect in daily life.
The city plans to start installing priority parking spaces mainly in public institution parking lots and steadily expand them in the future.
The ordinance stipulates that for parking lots with 30 or more spaces, at least one priority parking space must be installed for the convenience of national merit recipients and others using public facilities and multi-use facilities, and that these spaces should be located near entrances or elevators to ensure accessibility.
Furthermore, according to the ordinance, priority parking spaces must be marked on the ground and have guide signs installed within the parking lot, and users may be asked to present identification issued by the Minister of Patriots and Veterans Affairs.
Parking lot managers may recommend relocating vehicles parked in priority parking spaces if the vehicle is not occupied by a national merit recipient or related person.
The eligible national merit recipients include independence activists, national veterans, war veterans, special mission veterans, May 18 veterans, Agent Orange victims, and veterans receiving compensation, and only vehicles occupied by the recipients themselves qualify.

Mayor Park Hyung-jun stated, “Priority parking spaces for national merit recipients hold great significance as they allow citizens to practice respect and honor for those who have dedicated themselves to the country in their daily lives,” adding, “We ask for active sympathy and cooperation from all public institutions, private organizations, and citizens for the expansion and stable establishment of this system.” He also said, “Going forward, our city will continue to implement warm veterans’ support for national merit recipients and others, spread respect and honor, and carry out various projects so that future generations can remember the sacrifices of their predecessors.”
