Siseonje Nojo Submits Administrative Collective Bargaining Agenda to Ministry of Personnel Management
The National Time-Selective Public Officials Labor Union (Chairperson Jeong Seong-hye) submitted a collective bargaining request to the Ministry of Personnel Management at 10 a.m. on the 12th.
The collective bargaining request submitted by the Time-Selective Labor Union includes not only the agenda to integrate time-selective hired public officials with time-selective converted public officials but also measures to realize a family-friendly public service culture for national public officials, such as ▲expanding the eligible age for childcare leave and childcare time usage to 11 years old ▲extending the paid childcare leave period by 2 years.
Additionally, to guarantee a living wage for low-tenure young public officials whose resignation rates are increasing, the union demanded the actualization of allowances, including ▲raising the fixed meal allowance to 160,000 KRW ▲increasing the position allowance to 220,000 KRW for grade 7 and 200,000 KRW for grades 8 and 9 ▲raising the standard amount for customized welfare expenses to 1,000,000 KRW ▲paying holiday leave allowance at 100% of the monthly salary.

The submitted bargaining demands consist of a total of 10 chapters and 115 articles, structured as ▲Chapter 1 General Provisions ▲Chapter 2 Labor Union ▲Chapter 3 Collective Bargaining ▲Chapter 4 Education ▲Chapter 5 Personnel ▲Chapter 6 Compensation ▲Chapter 7 Realization of a Family-Friendly Public Service Society ▲Chapter 8 Welfare ▲Chapter 9 Public Service Reform ▲Chapter 10 Supplementary Provisions.
Jeong Seong-hye, Chairperson of the Time-Selective Labor Union, stated, “Although the Time-Selective Labor Union is small in size, we expect to represent the diverse voices of national public officials working in 45 central administrative agencies through this administrative collective bargaining request agenda. The current situation where young talent is leaving public service could lead to weakened government competitiveness and a decline in the quality of public services, so we will strive to create a public service culture where people want to work.”
