The Provincial Fair Special Judicial Police announced on the 21st that, based on online and offline reports from April to September, they investigated and uncovered eight cases of illegal road occupation using construction materials or aerial work vehicles for interior work or sign installation without permission from the road management authority. Six individuals were referred to the prosecution. The special judicial police plan to refer three more cases to the prosecution once investigations are complete.
In the detected cases, interior contractors Mr. A and Mr. B conducted interior construction inside commercial buildings for 2 to 3 days without obtaining road occupation permits from Hwaseong City, their jurisdiction, illegally stacking construction materials on sidewalks and roadways, leading to their crackdown.
Another sign maker Mr. C and interior contractor Mr. D in Hwaseong City blocked sidewalks in front of commercial buildings with many pedestrians using aerial work vehicles without any safety measures, occupying the road for extended periods to install signs and perform waterproofing work.
According to current law, all these cases violate the Road Act by causing inconvenience to traffic and are punishable by up to two years imprisonment or fines up to 20 million KRW. To stack construction materials or operate aerial work vehicles on roads, prior road occupation permits must be obtained.
