Sanctioned North Korean Official's Visit to Russia: Foreign Ministry Says "Cooperating with International Organizations to Respond"

With the high-level Korea-US Expanded Dialogue on Security Cooperation Group (EDSCG) meeting just a day away, the Ministry of Foreign Affairs stated regarding North Korean State Affairs Commission Chairman Kim Jong-un’s visit to Russia accompanied by sanctioned military officials, “We will cooperate with relevant international organizations to take necessary measures.”
Previously, North Korean officials banned from traveling abroad under Security Council sanctions accompanied Kim Jong-un on his visit to Russia. Ri Pyong-chol, Vice Chairman of the Party Central Military Commission, and Kim Jong-sik, Vice Minister of the Ministry of Military Industry, were designated as travel-ban targets under Security Council Resolution 2397 in December 2017 due to their involvement in the development of weapons of mass destruction (WMD). Jo Chun-ryong, Minister of the Party’s Military Industry Department, and Jang Chang-ha, Director of the National Defense Science Institute, were identified as travel-ban targets under Security Council Resolution 2321 in November 2016.
At a regular briefing on the 14th, Foreign Ministry spokesperson Lim Soo-seok said, “According to existing Security Council resolutions, overseas travel by individuals designated as sanctioned persons is prohibited unless exempted by the Sanctions Committee, and this constitutes a violation of Security Council resolutions.” He added, “The government will continue to closely monitor related developments and take necessary measures, including cooperation with relevant international organizations.”

An official from the Ministry of Foreign Affairs emphasized regarding the overseas visits of sanctioned North Korean officials, “Our government can provide information related to the departure of sanctioned individuals to the UN Security Council’s North Korea Sanctions Committee and urge investigations.” He continued, “The North Korea Sanctions Committee can conduct investigations on the matter through its Panel of Experts, and the Sanctions Committee can include related details in its report after the investigation.”
