'Gyeonggi-do-Democratic Party Budget Policy Council' Held... Kim Dong-yeon "Requesting 879.6 Billion Won in National Funds for 10 Projects"

View original imageGyeonggi Province Governor Kim Dong-yeon requested members of the Democratic Party of Korea in the National Assembly to support the enactment of a special law for the establishment of the Gyeonggi Northern Special Self-Governing Province and to actively cooperate on related issues. He also urged active cooperation to secure a budget for 10 major national projects totaling 879.6 billion won.
Governor Kim attended the '2023 Democratic Party of Korea-Gyeonggi Province Budget Policy Council' held at the Northern Office of the Gyeonggi Provincial Government on the 14th and expressed his gratitude, saying, "I deeply appreciate the Democratic Party leadership visiting the Uijeongbu Northern Office during this critical time when we are promoting the Northern Special Self-Governing Province."
He added, "I hope that the National Assembly's deliberation process will actively reflect how flawed next year's government budget and fiscal policies are and the need to correct them," emphasizing, "We will set an example by being the first to implement proper fiscal policies aimed at economic revitalization through economic stimulus and support for vulnerable groups."
Governor Kim recently revealed in response to inquiries at the Gyeonggi Provincial Council that he plans to request the Ministry of the Interior and Safety to hold a referendum on the establishment of the Gyeonggi Northern Special Self-Governing Province by September, marking the full-scale promotion of the project.
Gyeonggi Province aims to enact a special law for the establishment of the Gyeonggi Northern Special Self-Governing Province before the end of the 21st National Assembly's term in May next year.
Along with the enactment of the special law, Gyeonggi Province proposed legislative support for the swift establishment of the world's largest semiconductor cluster in the southern Gyeonggi region, encompassing Yongin, Pyeongtaek, Hwaseong, Icheon, and Osan. This includes the enactment of the so-called 'K-Chips Act,' which contains tailored support measures for the semiconductor industry, and the expansion of authority to lift development restrictions in the metropolitan area's three cities.
Additionally, the province requested 87.7 billion won in national funds from the central government to support the stable issuance of local currency that practically benefits small business owners and self-employed individuals, and asked for national budget support accordingly.
The 87.7 billion won corresponds to 2% of the local currency issuance amounting to 4.3255 trillion won. However, the entire local currency budget was cut from next year's government budget proposal.
Furthermore, Governor Kim asked for the party leadership's cooperation to ensure the inclusion of 76.8 billion won for the Suwon-origin KTX direct connection project and 51.5 billion won for the natural disaster risk improvement district project aimed at protecting residents from typhoons, floods, and other natural disasters.
In response, Park Kwang-on, floor leader of the Democratic Party of Korea, said, "We fully understand that the launch of the Gyeonggi Northern Special Self-Governing Province is the first step in compensating for the many sacrifices caused by overlapping regulations in the northern region," and pledged, "The party will closely consult with Gyeonggi Province on this issue."
He added, "I believe that fiscal contributions should increase especially during difficult economic times. We will pay attention and work together," expressing agreement with active fiscal policies.
Lim Jong-seong, chairman of the Democratic Party of Korea Gyeonggi Provincial Party, said, "This year, absurd incidents of significant budget cuts directly affecting people's livelihoods continue to be repeated," and promised, "The Democratic Party prioritizes people's livelihoods above all else. We will do our best to secure budgets for the livelihoods and balanced development of Gyeonggi residents."

Earlier, on July 3, Gyeonggi Province held the 'People Power Party-Gyeonggi·Incheon Budget Policy Council' at the National Assembly in Yeouido, Seoul, where it requested national budget support for major social overhead capital (SOC) projects such as the Metropolitan Area Express Railway (GTX) and the Indeokwon-Dongtan double-track railway to strengthen transportation welfare for residents.
