Im Seonghwa, Gwangju Seo-gu Council Member, Proposes 'Personal Mobility Device Safety Ordinance'
Im Seong-hwa, a member of the Gwangju Metropolitan City Seo-gu Council, announced on the 17th that the "Ordinance to Promote the Safety of Personal Mobility Device Use" was passed at the 314th extraordinary session.
Councilor Im stated, "According to the Road Traffic Authority, there were 2,386 personal mobility device (PM) accidents nationwide in 2022 alone, resulting in 26 deaths. In Gwangju as well, accidents related to personal mobility devices continuously occur, causing numerous complaints."
He explained, "Although the demand for personal mobility device use is rapidly increasing, the related ordinances are insufficient. Additionally, electric scooters left abandoned on the streets cause significant problems for traffic flow and pedestrian safety."
The ordinance to promote the use and safety of personal mobility devices includes ▲ matters related to safety education and fostering a safety culture ▲ establishment of parking zones for personal mobility devices and pilot zones specific to Seo-gu, Gwangju ▲ specification of safety guidelines for personal mobility devices ▲ prohibition of unauthorized abandonment, among other provisions.
Councilor Im stated, "Through this ordinance, by minimizing safety issues such as through the creation of pilot zones, we aim to establish a proper usage culture and, along with securing the walking rights of district residents and improving the pedestrian environment, we will maintain continuous interest."
