Government Policies Introduced Through Audio-Described Videos for Visually Impaired
Two Articles Per Week: "Ensuring Non-Discriminatory Access"
On the 11th, the Ministry of Culture, Sports and Tourism announced that it will produce and distribute useful policies as audio-described videos for the visually impaired. These videos provide voice explanations of elements such as characters' actions, backgrounds, and changes in situations. This can improve policy accessibility for visually impaired individuals who are often excluded from information. Park Bo-gyun, Minister of Culture, Sports and Tourism, stated, "When the environment for people with disabilities improves, it also improves for those without disabilities," adding, "We will implement disability policies in a well-structured manner to ensure fair and non-discriminatory access."
The first audio-described video to be released is "Showing Through Sound," which depicts the daily life of people with developmental disabilities. It clearly introduces everyday dangers that non-disabled people may easily overlook. Audio-described videos introducing major government policies will be posted twice a week on YouTube. A Ministry of Culture, Sports and Tourism official said, "To reflect the thoughts of the users, a monitoring team including visually impaired individuals decides on the target videos," and added, "We plan to widely promote the purpose and hold online events to encourage interest from non-disabled people."

The Ministry of Culture, Sports and Tourism has been considerate of people with disabilities in various ways. Last year, it launched a YouTube channel introducing policies in sign language for the hearing impaired, and produced audio-described videos for various events, including the Blue House's first exhibition "Into the People, Into Harmony," which were posted on the Ministry’s and the Korea Blind Union’s websites dedicated to the visually impaired.
