Incheon City Revises Ordinance to Provide Allowance to Spouses of Deceased Veterans
From now on, in Incheon, when a war veteran passes away, their spouse will receive a monthly allowance.
On the 11th, the Incheon City Council announced that the "Partial Amendment to the Ordinance on the Treatment and Support of War Veterans in Incheon," which was proposed by Assemblyman Shin Dong-seop (National Party, Namdong 4), was passed at the 289th extraordinary session plenary meeting on the 8th.
The amendment mainly adds the spouse of a deceased war veteran to the recipients of the veterans' allowance, allowing the allowance to be paid to the spouse.
According to the current status of veterans' allowance payments in Incheon, the allowance is provided to war veterans, war casualties, and independence patriots. Among these, the allowance is inherited by all except war veterans. Since there is no law related to the inheritance of the war veterans' honorary allowance, the payment of the veterans' allowance ends upon the veteran's death.
Accordingly, there have been opinions that war veterans should also have inheritance rights like other veterans, and through this ordinance, a foundation has been established to provide spouse allowances using Incheon City's resources regardless of existing laws.
In particular, the ordinance stipulates that even if a war veteran died before the amendment, the allowance will be applied retroactively regardless of the time of death, so if an application is submitted before the allowance payment date, the spouse can receive the allowance starting next year.
Assemblyman Shin said, "This is a rightful treatment and necessary welfare improvement for war veterans who sacrificed and devoted themselves to the country," adding, "I hope it will help stabilize the lives of war veterans' spouses even a little."
