"Blaming for Livelihood Collapse and Squandering Resources" Lamented
President Yoon Suk-yeol on the 24th addressed North Korea's ballistic missile launch under the pretext of a 'space launch vehicle,' stating, "Share the analysis results with the United States and Japan, and thoroughly prepare for the possibility of further provocations by North Korea."
President Yoon gave these instructions after receiving a report on the discussion results of the National Security Council (NSC) Standing Committee, chaired by National Security Office Director Cho Tae-yong, which was held from 6 a.m. that day. In particular, President Yoon urged the meticulous implementation of real-time sharing of missile warning information, increased missile defense cooperation, and regularization of trilateral exercises, as agreed upon at the Camp David trilateral summit between South Korea, the United States, and Japan.
The Presidential Office reported that immediately after North Korea's launch, from 6 a.m., the NSC Standing Committee, chaired by the National Security Office Director, received a situation report from Joint Chiefs of Staff Chairman Kim Seung-gyeom. The NSC Standing Committee members strongly condemned the launch, stating it was a serious violation of the United Nations Security Council resolution prohibiting any launches by North Korea using ballistic missile technology.
They also noted that North Korea, having failed again in this so-called 'space launch vehicle' launch following the attempt in May, is driving its people to starvation and death due to economic mismanagement and the collapse of livelihoods, while blaming subordinates and recklessly squandering scarce resources on provocations. The NSC Standing Committee members stated, "We will ensure that North Korea, which habitually violates UN Security Council resolutions, pays an appropriate price, strengthen trilateral cooperation among South Korea, the United States, and Japan to block illegal activities such as exploitation of North Korean overseas laborers, cyber hacking, and maritime smuggling, and actively cooperate with the international community to this end."
Attending the NSC Standing Committee meeting that day were National Security Office Director Cho Tae-yong, Foreign Minister Park Jin, Unification Minister Kim Young-ho, Defense Minister Lee Jong-sup, National Intelligence Service Director Kim Kyu-hyun, NSC Secretariat Chief Kim Tae-hyo, and National Security Office Deputy Director Im Jong-deuk.

Earlier, the Joint Chiefs of Staff announced that at around 3:50 a.m. that day, they detected one so-called 'North Korean claimed space launch vehicle' launched from the Dongchang-ri area in North Pyongan Province heading southward, passing over international waters west of Ieodo. North Korea also officially announced the failure of its second military reconnaissance satellite launched that day. The Korean Central News Agency reported, "The National Aerospace Development Administration conducted the second launch by mounting the reconnaissance satellite 'Malligyung-1' on the new satellite carrier rocket 'Chollima-1' at the West Sea Satellite Launching Station in Cholsan County, North Pyongan Province." It further acknowledged, "The first and second stages of the new satellite carrier rocket Chollima-1 flew normally, but an error occurred in the emergency explosion system during the third stage flight, resulting in failure."
