Gangdong-gu to Visit All Generations to Eliminate Welfare Blind Spots
Welfare Representatives in 18 Districts Provide Welfare Information to All Households and Identify At-Risk Families
‘Resident Registration Fact-Finding Survey’ Utilized for Dual Benefits... Efficiently Focusing on Discovering Welfare Blind Spots
Gangdong-gu (Mayor Lee Suhee) announced on the 22nd that it will carry out the ‘Gangdong-gu Bangbanggotgot Door Hanger Project,’ which delivers door hanger-type promotional materials containing welfare information to all households in the area and identifies welfare blind spots.
The ‘Gangdong-gu Bangbanggotgot Door Hanger Project’ is a program conducted during the 2023 Resident Registration Fact-Finding Survey period (August 21 to October 10), where welfare representatives (591 people) from 18 districts investigate discrepancies in resident registration for all households in Gangdong-gu and deliver door hanger-type guides containing information about the Emergency Welfare Call Center, district community centers, and social welfare facilities. The project name reflects the intention to guide welfare projects throughout the region to establish a dense welfare safety net.
For this visit survey, the district formed a public-private cooperation special task force (TF) with the Gangdong-gu Community Social Security Council, private social welfare facilities, and organizations to expand the identification and reception of at-risk families. Welfare representatives in the area received prior training on ▲filling out suspected at-risk family items ▲confirming households with resident registration discrepancies ▲how to complete consultation application forms, enabling systematic welfare service guidance and support.
The welfare representatives focus on identifying suspected at-risk families who are overlooked by welfare policies due to discrepancies in actual residence, while also providing residents in need with information on ▲Gangdong-gu Emergency Welfare Consultation Call ▲welfare support services ▲contact information for district community centers and major welfare facilities.
For households participating in the 2023 Resident Registration Fact-Finding Survey remotely (via Government24), welfare guides will be distributed on door hangers even without separate face-to-face surveys. If mail or other items are left unattended and the household is suspected to be at risk, they will be connected to the district community center to receive welfare services.
Additionally, Gangdong-gu is making every effort to resolve welfare blind spots by identifying and investigating a total of 4,617 households this year alone through a welfare blind spot information system that acquires and analyzes 39 types of suspected at-risk family information such as power or water disconnections and health insurance premium arrears, and providing public benefits and welfare services to 605 households.
