Seoul City Invests 75 Billion KRW to Establish 'Urban Small Manufacturers' Work Safety Network'
Fire Insurance and Social Insurance Support Provided
The Seoul Metropolitan Government is focusing on creating a "Manufacturing Seoul" initiative to proactively respond to changes in the domestic and international manufacturing industries and support the growth of Seoul's traditional industry, the "urban small-scale manufacturers." The goal is to create a working environment where skilled technicians can continuously enter manufacturing sites over the next five years (until 2027) and to enhance technological competitiveness.
The city announced on the 22nd that it has established a comprehensive urban small-scale manufacturer development strategy reflecting Seoul's characteristics and strengths to create a "Manufacturing Seoul" that walks together with urban small-scale manufacturers. By 2027, it plans to invest 374.5 billion KRW in 20,000 companies and aims to increase sales by 420 billion KRW through 16 tasks across three policy areas.
As the first step of "Creating Manufacturing Seoul," the city will invest a total of 75 billion KRW to start building a "social safety net." The main projects include ▲creating safe working environments (10,000 sites), ▲supporting fire insurance products to prevent safety accidents, ▲and supporting social insurance enrollment (8,000 cases) to promote employment stability.
Additionally, for small-scale businesses, the city plans to operate visiting health consultation rooms offering services such as metabolic syndrome management, smoking cessation and alcohol moderation clinics, and mental health counseling. It will also support worker health management by subsidizing employer costs for industry-specific special health examinations (such as pneumoconiosis).

Kim Tae-gyun, Director of Seoul's Economic Policy Office, said, "Small-scale manufacturers are the capillaries of manufacturing, the roots of an industry that has grown alongside economic development, and the foundation of local industry. We hope that establishing a social safety net for small-scale manufacturers and providing practical support that can be felt on manufacturing sites will serve as an opportunity for the re-advancement of Seoul's urban manufacturing industry."
