"You Were the Worker at Busan Port"... BPA Transshipment Transport System Halves Truck Waiting Time
Busan Port Authority (BPA) has found that the 'Transhipment Shuttle System (TSS),' which has been in pilot operation since last July, is delivering results beyond expectations.
The Transhipment Shuttle System is a system independently and globally first developed by BPA to strengthen the global transshipment competitiveness of Busan Port, the world's second-largest container transshipment port and handling 96.8% of domestic transshipment volume.
Among the main functions of TSS, the group order function, for which BPA has filed a patent, replaces the original method of matching containers and trucks one-to-one daily for dispatch and transportation with a method that groups multiple containers and multiple trucks together and sends them to the terminal in advance.
The terminal receiving the group order assigns the cargo located at the very top, which is the easiest to handle, at the time the trucks belonging to the group enter the terminal.
With the group order function, the terminal can load the cargo placed at the top directly onto the truck without reshuffling, improving crane operation efficiency, and trucks significantly reduce waiting time within the terminal, thereby increasing transportation efficiency.
Additionally, TSS has a bidirectional transportation support function that can process group orders from point A to point B (one-way) and from point B to point A (one-way) as a bundle.
This function automatically assigns bidirectional orders between point A and point B, enabling bidirectional transportation that achieves the work efficiency of two trucks with just one truck.
BPA conducted a one-month pilot operation of TSS last July with five terminals and six transportation companies and confirmed visible effects.
During this period, 66,140 TEU, about 18% of the transshipment volume of other Busan Port terminals, were handled through the Transhipment Shuttle System, and the truck turnaround time (TT) within the terminal was 11.6 minutes, nearly half of the Busan Port average waiting time of 21.9 minutes during the same period.
Also, the truck bidirectional rate, which processes unloading and loading operations simultaneously at the same terminal, recorded 30.0%, more than three times higher than the Busan Port average of 9.6%.

Kang Jun-seok, President of BPA, said, “The Transhipment Shuttle System, which BPA has introduced to the market after long-term preparation, is showing results beyond expectations,” and added that after a supplementary phase to stabilize the system, it will be officially operated.
