Controversy Over Quarantine Release... "We Will Obtain Ownership Surrender"
In the middle of a street in Gumi, Gyeongbuk, a dog owner mercilessly beating their pet dog has been exposed, sparking public outrage.
The nonprofit organization Pet Rescue Association posted a video of animal abuse that occurred in Bonggok-dong, Gumi City, on their official Instagram on the 8th.
In the video released by the association, the dog owner is seen holding something that appears to be a leash and relentlessly striking the white dog's head and back. The dog lying on the street was beaten without any resistance, visibly terrified. The dog did not make any sound during the assault.
Afterward, when the owner gestured somewhere, the dog finally got up and ran away. The association stated that the dog was urgently quarantined at 2 a.m. on the 9th.

View original imageThe association said, "The emergency response to the animal abuse that started at 10:10 p.m. on the 8th ended after 2 a.m. on the 9th," adding, "After a long standoff, the dog with severe injuries was quarantined."
The video released by the association after the rescue showed the dog approaching the association staff with a relatively bright expression and showing affection by extending its paw. The association emphasized, "Animal abuse is a clear criminal act," and "Under no circumstances should animal abuse be justified."
However, the problem is that if the owner does not relinquish ownership of the dog, it could be returned to them. Regarding this, the association stated, "The quarantine has started for at least five days. During the quarantine period, we will do our best to care for the rescued dog," and added, "We will use all means during the quarantine period to obtain the relinquishment of ownership of the rescued dog."

Meanwhile, according to Article 8 of the Animal Protection Act, causing injury to an animal using physical or chemical methods such as tools or drugs can result in imprisonment for up to two years or a fine of up to 20 million won.
