Busan City and Korea Industrial Human Resources Corporation Sign MOU for 2030 Busan World Expo Bid and Foreign Worker Support
Busan City is joining hands with the Human Resources Development Service of Korea to attract the 2030 Busan World Expo.
On the 9th at 1:30 PM, Busan City will sign a “Memorandum of Understanding for the Attraction and Successful Hosting of the 2030 Busan World Expo and Support for Foreign Workers under the Employment Permit System” with the Human Resources Development Service of Korea at the Westin Chosun Hotel.
At the signing ceremony, Mayor Park Hyung-jun and Acting Chairman Kim Young-joong of the Human Resources Development Service of Korea will attend and personally sign the agreement.
Additionally, Lee Jeong-sik, Minister of Employment and Labor, Cho Yoo-jang, Head of the 2030 Expo Promotion Headquarters of Busan City, the Planning Director of the Human Resources Development Service of Korea, and other related officials will also be present.
This MOU was prepared to foster mutual cooperation between the Human Resources Development Service of Korea, the event organizer of the ‘2023 EPS (Employment Permit System) Conference (2023 EPS Conference in Busan),’ and Busan City in supporting and promoting the attraction of the 2030 Busan World Expo and revitalizing the Employment Permit System.
The ‘EPS (Employment Permit System) Conference’ has been held annually since 2016 under the auspices of the Human Resources Development Service of Korea to facilitate mutual exchange between foreign worker sending countries and local governments through the Employment Permit System.
In Busan, the conference is held over three days from the 9th to the 11th at venues including the Westin Chosun Hotel.
The foreign worker sending countries under the Employment Permit System include a total of 16 countries: Indonesia, Vietnam, Thailand, the Philippines, Sri Lanka, Mongolia, Uzbekistan, Pakistan, China, Cambodia, Bangladesh, Nepal, Myanmar, Kyrgyzstan, East Timor, and Laos.
Upon signing this MOU, the two organizations will cooperate in ▲ carrying out promotional activities, exchanging information, and performing tasks to attract the 2030 Busan World Expo ▲ mutually cooperating to activate and expand the Employment Permit System.
In particular, since all 16 sending countries participating in the ‘2023 EPS (Employment Permit System) Conference’ are members of the International Exhibitions Bureau and ambassadors from these countries to Korea will attend the event, the two organizations plan to secure support for the attraction of the 2030 Busan World Expo by collaborating on administrative support for foreign workers, ensuring human rights, creating safe workplaces, and discussing practical mutual cooperation measures with these countries.
Mayor Park Hyung-jun will participate in the opening ceremony of the ‘2023 EPS (Employment Permit System) Conference’ held at 1 PM on the 9th at the Westin Chosun Hotel and introduce the values aimed for by the 2030 Busan World Expo as well as the charm and potential of Busan as a candidate host city through his congratulatory remarks to the ambassadors of each country.
Also, during the three-day conference, Busan City will support participants in visiting major attractions such as Haeundae and the Bukhang area, the candidate site for the 2030 Busan World Expo, allowing them to directly experience the charm and capabilities of Busan as a candidate city for the 2030 World Expo.
Kim Young-joong, Acting Chairman of the Human Resources Development Service of Korea, said, “The government of the Republic of Korea, Busan City, companies, and the private sector are working as one team with all their might to attract the 2030 Busan World Expo. This MOU will be highly meaningful in strengthening and enhancing mutual ties among sending countries and supporting the Expo attraction activities.”

Mayor Park Hyung-jun stated, “To respond to rapidly changing industrial sites and demographic changes, our city will do its best to play a warm partner role as a local government by discovering support policies for foreign workers in industries suited to regional characteristics, promoting human rights, and ensuring industrial safety. Starting with this MOU, we will continue to pursue closer labor cooperation with foreign worker sending countries under the Employment Permit System to secure their support for the 2030 Busan World Expo. Our city will also continue to do its utmost in overseas promotion and negotiation for the Expo attraction until the final vote, which is three months away.”
