On-site Inspection for Prevention of Heat-related Illnesses Among Outdoor Workers During the Heatwave Until September 1
Focusing on Preventing Heat-related Illnesses for Outdoor Workers at District Projects and Construction Sites
Emphasis on Basic Heat Illness Prevention Rules, Preventive Education, and Response Measures by Heatwave Stage
As of the 7th, the total number of days with heatwave warnings issued in the northwestern area of Seoul, including Yongsan-gu, reached 24 days, surpassing the 22 days recorded during last summer.
Accordingly, Yongsan-gu (District Mayor Park Hee-young) conducted on-site inspections on the 3rd and 4th to prevent heat-related illnesses among outdoor workers during the heatwave.
With the continuous heatwave causing a sharp increase in heat-related illness cases, the district plans to continue on-site inspections of outdoor workers directly employed by the district or engaged in subcontracted, commissioned, or consigned projects until September 1.
On the 3rd, the district first visited cleaning subcontractor workplaces and road and water control construction sites where workers labor for long hours under the heat, checking on-site conditions such as rest facilities and compliance with heat rest time regulations.
The inspection team met with site officials and workers, urging them to take sufficient rest, hydrate adequately, and implement safety measures against heat-related illnesses. They also posted heat illness prevention guideline posters at the workplaces to raise awareness.
A district official emphasized, “Outdoor workers who wear safety equipment and work in the scorching heat are constantly exposed to the risk of heat-related illnesses. It is crucial to manage the sites to ensure sufficient rest and a safe working environment.”
Additionally, on the 4th, on-site inspections were conducted for participants in senior job programs and senior customized care services.
Since the participating workers are elderly, promotional materials were distributed and heat illness prevention education was provided before work. After the education, the team accompanied the seniors during their tasks, inspected nearby heat relief shelters and rest areas, and measured the perceived temperature at the work sites, paying special attention.
In particular, throughout this month, the district plans to focus on confirming the following through workplace self-inspections and joint inspections with the safety department: ▲the three basic rules for preventing heat-related illnesses (water, shade, rest), ▲response measures according to heatwave risk levels, and ▲compliance with pre-education on heat illness prevention.
Park Hee-young, Mayor of Yongsan-gu, stated, “The heatwave is expected to continue until the end of August. We will closely monitor on-site conditions to prevent heat-related illnesses caused by outdoor activities at district project sites and construction sites.”

The district has been implementing a ‘Comprehensive Heatwave Countermeasure’ since May 20. To minimize damage to residents caused by the heatwave, it is conducting all-around responses including ▲protection activities for vulnerable groups, ▲operation of heatwave mitigation facilities, and ▲promotion of heatwave action guidelines and information.
