Ulsan City Improves Practices in Building Permit Administration
Ulsan City plans to reduce the processing time for building-related civil complaints.
On the 3rd, Ulsan City announced that it will improve the processing method for building permits, a representative complex administrative civil complaint for citizens.
The policy aims to provide convenience to civil petitioners while enhancing the efficiency of work promotion.
First, when a permit application is received, the consultation method, which previously involved exchanging documents between multiple departments in the building department, will be changed to electronic consultation using the building administration system called ‘Seumter’.
In this case, the procedure is simplified from the existing 8-step document consultation to a 5-step electronic consultation, significantly reducing the processing time. Additionally, the consultation process can be shared in real time among civil petitioners, designers, and public officials, enabling real-time communication.
Furthermore, Ulsan Metropolitan City is promoting the revision of the building ordinance to expand the scope of building architect agency services, which were applied to buildings subject to building permits, to also include buildings subject to building notifications. This will strengthen prompt civil complaint processing and transparency in building administration.
In addition, repetitive supplementary issues such as missing or unsubmitted required documents and responses to legal inquiries will be shared with architects to prevent similar cases. For building owners who have agreed to prior information provision, the stages of civil complaint processing will be sent via text messages to enhance convenience.

An official from Ulsan City stated, “Once the work processing improvement plan is implemented, it is expected to shorten the permit processing period and improve civil complaint convenience. We will continue to strengthen interdepartmental cooperation, eliminate unreasonable work practices, and remove unnecessary regulations to enhance the efficiency of civil complaint processing and realize trusted building administration.”
