A New Leap Toward Cultural City Yeongdeungpo Alongside Yeouido Park’s 2nd Sejong Center for the Performing Arts
The construction of the ‘Yeongdeungpo Arts Center,’ set to become a landmark of Yeongdeungpo, is gaining momentum.
Yeongdeungpo-gu (District Mayor Choi Ho-kwon) announced that it will carry out the ‘Feasibility Study and Basic Plan Establishment Service,’ which will serve as the first step in building the ‘Yeongdeungpo Arts Center.’
Although Yeongdeungpo-gu is the only legally designated cultural city in Seoul, its cultural infrastructure is currently insufficient to support this status. The existing cultural facilities consist only of the Yeongdeungpo Cultural Center, which is over 50 years old, and the Yeongdeungpo Art Hall, which is more than 30 years old and houses non-cultural facilities such as the district council. Due to this situation, residents, local culture and artists, and artists from Mullae Creative Village have consistently voiced the need for a complex cultural facility to expand cultural infrastructure.
Meanwhile, the project owner, Seoul City, announced in March that the planned construction site would be relocated to Yeouido Park, a city-owned land, because legally, the semi-permanent free use of district-owned land was not possible. This change finally allowed the public land in Mullae-dong to be used for the benefit of district residents. Accordingly, the district will build the ‘Yeongdeungpo Arts Center,’ a district-run complex cultural facility for residents, culture, and artists, on this public land.
The district plans to equip the ‘Yeongdeungpo Arts Center’ with performance halls, exhibition spaces, and creative areas for residents, culture and artists, and Mullae Creative Village artists, thereby establishing sustainable cultural infrastructure as a cultural city.
To this end, the district is taking a significant step toward the ‘Yeongdeungpo Arts Center’ by commissioning the ‘Feasibility Study and Basic Plan Establishment Service.’
The scope of the service includes ▲establishing the basic direction and detailed facility concepts for construction ▲presenting the basic construction plan, project strategy, and management operation plan ▲future utilization plans for the resident-friendly space to be initially created on part of the site ▲collecting opinions from experts and stakeholders ▲analyzing demand surveys including questionnaires ▲analyzing successful and failed cases of similar domestic and international facilities ▲reviewing policy, economic, and financial feasibility ▲and proposing differentiation strategies from other complex cultural facilities.
The service period is six months from the start date, and the service cost is 120 million KRW, secured through a special adjustment grant supported by the Seoul City budget.
Companies wishing to participate in the service can submit price bids through the Korea ON-line E-Procurement System (KONEPS) from the 17th to the 21st, and then submit technical proposals and other required documents in person to the Culture and Sports Division by the 21st.
The detailed outline of the ‘Yeongdeungpo Arts Center’ is expected to be revealed in March next year when the service results are announced.
The district will make every effort to ensure that the ‘Yeongdeungpo Arts Center’ becomes not just a space for enjoying culture but a complex cultural space open to all.
Additionally, it is expected to serve as a driving force for future growth by revitalizing the local commercial area and creating quality jobs.

Choi Ho-kwon, Mayor of Yeongdeungpo-gu, said, “I hope this service will serve as a stepping stone to accelerate the construction of a large complex cultural facility for residents and culture and artists,” adding, “Through the 1+1 effect of attracting the 2nd Sejong Center for the Performing Arts to Yeouido Park and building the ‘Yeongdeungpo Arts Center’ in Mullae-dong, we will enhance Yeongdeungpo’s status and competitiveness as a cultural city.”
