Gangbuk-gu 'Villa Management Office' Wins Grand Prize at Manifesto Competition
Achievements in Community-Based Housing Management Support

Held on the 26th and 27th at the National Suncheon University in Suncheon, Jeollanam-do, this competition was hosted by the Korea Manifesto Practice Headquarters and the Gwangju Jeonnam Research Institute to discover and share excellent policies and pledge cases of city, county, and district autonomous administrations.
Out of 226 basic local governments, 155 participated in this competition. Gangbuk-gu participated in the community strengthening category with the presentation case of the 'Nation’s First District-Operated Villa Management Office.' Recognized for its achievements in providing housing management support closely linked to daily life, Gangbuk-gu’s Villa Management Office received the top prize in the autonomous district category among 24 local governments participating in this field.
The Villa Management Office is one of Mayor Lee Soon-hee’s major pledge projects, established to manage small-scale multi-family housing such as villas as cleanly as apartments. Unlike large-scale multi-family housing, it was introduced with the aim of creating a pleasant residential environment like apartments even in small-scale multi-family housing without managers. After a preparation period including the establishment of a four-year basic plan and ordinance revision last year, pilot operations began in Beon 1-dong in March this year.
Three Villa Management Office managers work in two shifts on weekdays and one person is in charge on weekends, managing 694 villa households within the Beon 1-dong operation area. Until the 21st, the managers conducted approximately 4,060 cleaning and maintenance activities in alleys and common facilities of multi-family housing over about five months, provided facility management consulting such as replacement and repair of common facilities, and guided multi-family housing support projects. During the heavy rain period, Gangbuk-gu explained that safety hazards were proactively identified and addressed through patrols of rainwater drains and other areas.
A Gangbuk-gu official stated, “The Villa Management Office is receiving great responses from residents as it supports various daily life-related management such as cleaning, facility management, safety, and parking,” adding, “According to the resident satisfaction survey, the service satisfaction rate was very high at 90%, and 93% of residents expressed positive opinions on expanding the Villa Management Office.”

Meanwhile, Gangbuk-gu received the highest grade, SA, in the evaluation of the 8th local government pledge implementation plan by the Manifesto Practice Headquarters in April this year. The project will be expanded to areas such as Mia and Suyu, and plans to spread this best practice to other local governments.
