Jeonnam Governor Kim Young-rok: "Fundamental Measures Needed to Introduce a Scientific Management System for Disasters"
Kim Young-rok, Governor of Jeonnam Province, urged the establishment of fundamental measures such as the introduction of a scientific management system through a paradigm shift in disaster awareness.
On the 25th, Governor Kim held a policy meeting with department heads and said, “In the era of climate change, the term ‘extreme heavy rain’ has emerged as disaster patterns are becoming more diverse and large-scale,” adding, “I express my deep condolences for the 47 deaths nationwide and urge active participation in recovery support and consolation activities in the affected areas.”
He continued, “Since June, Jeonnam has experienced heavy rainfall exceeding 700mm, but thanks to the united response of all staff and the organic cooperation of related agencies such as the police and fire departments, damage was minimized,” and encouraged, “Going forward, to strengthen disaster response capabilities in the era of climate change, we must identify problems on the ground, prepare improvement measures, and strive for revolutionary improvements in related systems such as the Agricultural and Fishery Disaster Countermeasures Act and the Framework Act on the Management of Disasters and Safety.”
In particular, he emphasized, “From the cases of casualties caused by this concentrated heavy rain, we realized the necessity of facilities such as automatic measurement systems for hydraulic structures and vehicle blocking facilities in underground passages,” adding, “It is urgent to prepare scientific management measures including the introduction of a digital disaster management system.”
He also instructed, “Make efforts to ensure that the revision of the River Act for flood prevention, including the designation of nationally supported local rivers, is promptly carried out in the National Assembly,” and “In addition, take a leading role together with local lawmakers in enacting special laws related to provincial administration issues such as the Special Act on Offshore Wind Power and the Special Act on the Development of the South Coast Area.”
He added, “As the rain stops and the full-scale heatwave begins, please thoroughly manage heat-related patients.”

Governor Kim Young-rok also requested ▲ active response to the government’s ‘Regional Revitalization Investment Fund’ project, ▲ expansion of the successful Jindo Green Onion Burger case, which showed results in the ‘Loconomy’ era where consumption occurs in neighborhood commercial districts, to other special local resources such as Wando Abalone, Jindo Black Rice, and Goheung Yuja, and ▲ that newly established departments from the organizational restructuring?such as the Balanced Performance Officer, Tourism Development Division, Cultural Industry Division, and University Innovation Promotion Group?develop and implement strategies and plans as key departments driving provincial projects to give hope to residents.
