30s Psychopath Tested for 'Shillim-dong Weapon Rampage'... Phone Reset Day Before Crime
The police have initiated a psychopathy diagnostic test (PCL-R) to determine the motive and background of Jo (33, male), who went on a stabbing rampage in Sillim-dong, Gwanak-gu, Seoul. The police also conducted forensic analysis on Jo's mobile phone, but it was confirmed to have been reset just before the crime.
Jo Mo, who indiscriminately wielded a weapon against passersby, killing one person and injuring three others, is leaving Gwanak Police Station to attend a pre-arrest detention hearing at the Seoul Central District Court on the 23rd.

On the 25th, the Seoul Gwanak Police Station announced that they deployed a profiler to conduct a psychopathy diagnostic test on Jo, who is charged with murder, attempted murder, and theft. The results of the psychopathy diagnostic test usually take 10 to 14 days to be released. However, according to the National Health Insurance Service, Jo has no record of receiving treatment related to mental illness since January 1, 2018.
During police investigations, Jo is known to have repeatedly changed his statements. Immediately after his arrest, Jo said, "I worked hard, but it didn't work out," but during the investigation, he stated that he committed the crime because he was angry at his grandmother's nagging about why he lived the way he did. Additionally, he claimed to have taken the drug fentanyl, but after a rapid drug test came back negative, he reversed his statement, saying he had never taken it. The police have requested the National Forensic Service to conduct a detailed examination of Jo's hair.
Based on Jo's movements on the day of the crime, the police are leaning toward considering it a premeditated crime. On the 21st, at 12:03 p.m., Jo took a taxi from his residence in Incheon and arrived at his grandmother's house in Geumcheon-gu, Seoul, at 12:59 p.m. Afterward, at around 1:57 p.m., he stole two bladed weapons from a nearby mart near his grandmother's house and then took a taxi heading to Sillim-dong. During the process of getting off the taxi, Jo left one of the weapons behind and did not pay the taxi fare. The forensic analysis of Jo's mobile phone also revealed that it had been reset on the afternoon before the incident, and no search history, call records, or messages related to the case were found.

The police plan to hold a personal information disclosure review committee on the 26th to decide whether to disclose Jo's personal information. The prosecution is expected to take over the case on the 28th. Jo is accused of wielding a bladed weapon in an alley in Sillim-dong on the 21st, killing a man in his 20s and injuring three men in their 30s. Jo and the victims had no prior acquaintance. Jo was immediately arrested at the scene and was detained on the 23rd.
