Seoul City Announces Rapid Integrated Planning Proposal
Revitalizing Bukhansan and Hongjecheon into Eco-Friendly Residential Complex
An eco-friendly residential complex with up to 23 floors and 1,600 households will be built in the Hong Eun-dong area of Seodaemun-gu, Seoul, adjacent to Bukhansan and embracing Hongjecheon.
On the 25th, the Seoul Metropolitan Government announced the confirmation of the rapid integrated planning for the area around Hong Eun-dong 8-400. The target site is a hilly area with a maximum elevation difference of 40m and an average slope of 12%, featuring poor infrastructure such as dead-end roads and narrow, steep stairs, and with 90% of buildings being old, making redevelopment urgent. Although adjacent to Bukhansan and Hongjecheon, accessibility for local residents was difficult, reducing its usability.
Accordingly, Seoul focused on the need to improve natural resources and residential environments in the area and established rapid integrated planning. Through this, an eco-friendly residential complex with up to 23 floors and 1,600 households, embodying a ‘Water (Su) Zone, Forest Zone’ concept, will be created.
According to the rapid integrated planning proposal, Seoul will first improve project conditions by expanding the district boundary and upgrading the land use zone. The main access road, Hong Eun Jungang-ro, was included in the district boundary and widened to alleviate traffic congestion during peak commuting hours. Additionally, by expanding the district boundary and upgrading the land use zone (from Type 1 and Type 2 seven-story residential to Type 2 residential), efficient land use and flexible height planning were enabled, improving project conditions.
Considering the hilly terrain adjacent to Bukhansan, a terrain-adaptive deck-type site formation plan was implemented to prevent excessive retaining walls. Furthermore, sufficient slopes and elevators within the complex were secured to enhance mobility convenience for pedestrians with difficulties.
Along Hongjecheon, a waterside plaza and library will be created, and open community facilities and neighborhood living facilities will be arranged to improve accessibility to Hongjecheon while creating open spaces for residents. Additionally, circular pedestrian streets connecting Hongjecheon and the Bukhansan foothill trails will allow residents to enjoy both the waterside and forest from the complex.
Finally, distinctive arrangements such as riverside-facing main buildings and terrace houses, as well as tower-type buildings securing sightlines toward Bukhansan, will enhance the value of the complex. Efforts will also be made to create diverse urban landscapes, including securing openness along Hongjecheon and a terrain-adaptive skyline connecting the Bukhansan ridgeline to Hongjecheon.

Jo Nam-jun, Director of Urban Planning at Seoul City, said, “We focused on creating an eco-friendly residential complex by fully utilizing the natural environment of Hong Eun-dong, which is adjacent to Bukhansan and Hongjecheon,” adding, “We will spare no effort in follow-up support so that local residents can enjoy a convenient and pleasant living environment through improved living convenience and connection with nature.”
