North Korean Human Rights and Inter-Korean Information Likely to Be Strengthened in Organizational Restructuring
Kim Young-ho, the nominee for Minister of Unification, stated, "I believe the area that the Ministry of Unification must strengthen the most is information analysis." The Ministry of Unification is preparing for an additional organizational restructuring following the one in April this year, and if Kim assumes office as planned, the 'North Korea information function' is expected to be significantly strengthened.
On the afternoon of the 21st, during the confirmation hearing before the National Assembly's Foreign Affairs and Unification Committee, in response to a question from Kim Seok-ki of the People Power Party asking, "What is the area that the Ministry of Unification should strengthen the most?" Kim replied, "First, we need to know more and more accurately about North Korea." He added, "We plan to establish a cooperative system with other government ministries to better understand the internal situation of North Korea."

He also said, "I think we should work to improve the difficult human rights situation of North Korean residents," and added, "Based on a realistic understanding of North Korea, I also believe we must faithfully carry out unification education for our citizens."
In his opening remarks, Kim also expressed his intention to "pursue approaches that can achieve practical results rather than dialogue for the sake of dialogue," stating that he plans to start by accurately grasping and disseminating the realities of North Korea through extensive investigation and analysis.
In the past, during the Lee Myung-bak administration, the Ministry of Unification reduced its exchange and cooperation organizations and significantly strengthened its 'North Korea information' function. The Situation Analysis Bureau, which collects and analyzes information on North Korea, was newly established at that time. Under the preceding Moon Jae-in administration, the Exchange and Cooperation Bureau was elevated to a division, while the Yoon Seok-yeol administration emphasized 'North Korean human rights' by upgrading the India Cooperation Bureau to the Human Rights and Humanitarian Affairs Division in April and downgrading the Exchange and Cooperation Division to a bureau.

The Ministry of Unification is currently preparing for further organizational restructuring. It is known that there is a plan to reduce the staff from over 600 to around 500. The plan involves transferring a significant portion of the approximately 200 personnel assigned to exchange, cooperation, and North Korea support tasks to other ministries and reallocating them to tasks such as North Korean human rights. If Kim assumes office as scheduled, the North Korea information function is also expected to be strengthened.
